Probe begins in Soludo CBN bribery scandal

Police intelligence officers at the Force Headquarters, Loius Edet House, in Abuja say they have been “definitely contacted” by the Australian Federal Police (AFP) for co-operation to launch a joint investigation into the alleged corruption case involving Nigerian officials and the Australian government owned company, Securency International Pty Ltd, sources have confirmed to NEXT.

The alleged bribe, estimated to be well over N750 million, occurred under the watch of Chukwuma Soludo as governor of the Central bank of Nigeria, CBN. Mr. Soludo who now seeks to become governor of Anambra state, got a nudge last weekend when the ruling Peoples Democratic Party (PDP) said it has settled on the former CBN Governor, and Emma Anosike, a senator, as the party’s governorship candidate and running mate, respectively, for next year’s governor election. The party said Mr. Soludo emerged as “a consensus candidate” following legal and political wranglings that could have cost the party presenting a candidate for the election.

The investigation, according to Nigerian Police sources, will follow a dual track, each relating to the interest of the different countries. “The Nigerian track most certainly will centre on which Nigerian officials played a role or took a share of the bribe money from the Australian polymer company, Securency, to secure the contract to supply the polymer notes to the Nigerian government,” our sources said in Abuja at the weekend.

Investigation pending

Nevertheless, it was not clear which law enforcement agency will ultimately take the lead in this case between the police or the Economic and Financial Crimes Commission (EFCC), which has direct remit on matters like this.

The police’s spokesperson, Emeka Ojukwu, and the EFCC’s spokesperson, Femi Babafemi, were travelling out of the country last week and could not clarify the matter.

However, investigators told NEXT that they have “fairly adequate take-off intelligence packages” to start out “a good sense investigation”.

Law enforcement insiders interprete this as an indication that basic information on money movement, personalities involved, and a pattern of relationship have emerged from existing data to provide a reasonable basis for investigators to trigger their searchlight into the scandal where at least ₦750 million was shared out to CBN and government officials.

The bank note company, which in 2007 won the first contract in Nigeria to supply the polymer substrate on which bank notes are printed, Guardian®, has since come under investigation by the AFP, following allegations of bribery. Following reports in the Nigerian media championed by NEXT, the Nigerian Senate and the Central Bank of Nigeria (CBN) reportedly claimed an immediate launch of investigations into the affair.

The CBN’s response

At the CBN’s headquarters in Abuja, however, no one was able to confirm that there had been an enquiry into the bribery affair, which points fingers at officials of the CBN who could have taken bribes to aid Securency to clinch the contract which has enabled the company sell at least 1.9billion pieces of its polymer substrate, Guardian®, to Nigeria.

The spokesperson for the CBN, Abdullahi Mohammed, was away in Istanbul and could not give an official statement for the CBN. Abdul-Mumin Isa, an official in the Media Relations department of the CBN spoke on his behalf.

“The central bank does not micromanage issues and we do not react to issues on the pages of the newspaper,” he said.

“The CBN governor and the CBN spokesman are out of the country,” he added suggesting that there might be an official statement when the CBN officials return on Monday.

An official of the CBN, speaking on condition of anonymity, however, confirmed that although there have been reports that the CBN governor, Lamido Sanusi, has promised to investigate the allegations, there have been no activities to suggest the launch of investigations.

“We also read about Sanusi’s statement in the newspapers. We are not aware of the investigations,” our source said.

Nonetheless, NEXT gathered in Abuja that the CBN governor has contacted the country’s anti-graft agency, the Economic and Financial Crimes commission about the matter.

No official EFCC confirmation could be obtained to verify this claim.

The legislator’s response

Speaking to NEXT on Thursday, October 8, 2009, the chairman of the Senate Committee on Information and Media and the official spokesperson of the Nigerian Senate, Ayogu Eze, was clueless about a Senate investigation of the bribery allegation.

“I must confess in all honesty that I am not aware of it,” he said.

“The matter has not been brought before us; not to the best of my knowledge. You may want to ask our Senate committee chairman on banking, Senator Nkechi Nwaogu, she might be aware,” Mr. Eze said.

Mrs. Nwaogu, however, did not respond to telephone calls and messages sent to her.

The police’s agony

As with the Senate and the CBN, the spokesperson of the Special Fraud Unit of the Nigerian Police in Lagos, Akan Ezima, said the agency had not received any report on the alleged bribery.

Mr. Ezima in a telephone interview said, “I heard that an Australian news agency reported that the company that got the contract to print the polymer notes in Nigeria bribed some people. But as I am talking to you now, there is no case with us on this matter. If there is any, I would have known,” he said.

At the Federal Ministry of Justice, speaking on behalf of the Attorney General of Nigeria, Taye Akinyemi, said he could not confirm whether there has been a launch of local investigations as well as the reports of the presence of the Australian police in Nigeria to seek co-operation in the investigations.

“I am not aware that the Australian police is in Nigeria. I do not have any documents to indicate this,” he said.

Mr. Akinyemi also explained that the Australians would only need co-operation from the Ministry of Justice, if they required official documents and that so far, this has not been done.

Meanwhile, the Australian Police may be coming closer to identifying the Nigerians involved in the scandal that has already seen the resignation of the African Manager of Securency, Peter Chapman.

I stand to be corrected, Soludo is corrupt, Dora is same.. I was ashamed of this nation when i saw the duo coming out of the PDP meeting, see people who should be role models mingling with dirty area boys in the name of politics. Now someone should tell me, how can a CBN governor become a politician over-nite? hmmmm! where is he gonna get the funds for his campaign? God help this nation, we have prof and doctors stealing money, then we open our mouth to question civil servants and police officers for doing same. It's a shame, the fact that these people have children who see their parents carry on in such a disgraceful manner. Why won't the banks have issues? Soludo was busy collecting side-kicks from banks, he should bury his head in shame for ever saying Nigeria was isolated from the global financial crisis, so what kinda prof is he? People who never read as deep as he claims knew it was not possible, but the prof of economics said we were okay, whilst he lined his pocket with proceed from the wide margin between CBN and Black market rate.. Deola, I am a Soludo supporter and by the Grace of God and support of men and women of goodwill,he will emerge the Governor of Anambra State in feb next year.There is no tribalism here. I quite like the evolving story or saga. I am an avid supporter of Soludo; But i detest corruption. Now i don't know who to trust. Soludo? the Nigeria nation? Yar'Adua's transparency and the seven-prong agenda? even NEXT?! Anyway, i still like the evolving saga; but i kind of wonder if Soludo were not nominated for the governorship whether this corruption story would have ever come up for discussion (how much more investigation)! so, we just see an evil, put it in the cupboard and wait for the right time to fight (or witch hunt) with it? why was this corruption never brought up before the PDP nomination? NEXT, can you say something about this? Meanwhile, i hate PDP; In fact, i hate all the parties in Nigeria. I vote only for (or against) people (or personality) based on their history. so, soludo or not, let justice be done... both to the story, the agenda, and most especially, to the Nigerian people.

The Australians have estanlished bribes were given to CBN and other Nigerian officials for the contract to publish the notes, this was under Soludo. So what exactly is you people's beef. As usual, trying to hang the messenger. I remember when this story first broke and NEXT used a picture of president and Sanusi launching the news notes to illustrate the story. Someone wrote this was unfair as the crime didn't occur under Sanusi. Really there is no pleasing NIgerians. @ Michael Ijere, what do you want 'NEXT' to call it? Soludo was at the helm of affairs when this scam was perpetrated. It is his scandal, it's just that we have expunged the word shame from our lexicon. In some countries Soludo would never show his face in public, let alone contest for a public office. @ Agu_Jiegbe, shouldnt we be grateful to NEXT for campaigning against a 2nd term for a CBN governor who made a preposterous submission that Nigeria was isolated from global crisis. I can just imagine the level of mess we would have been in if he was still in charge....he would still be covering up the monstrousity in the banking sector. I am utterly amazed at the above responses. In fact, these emotional reactions are testament to the collective feelings of dismay and despondency every Nigerian share. They are testimonies to the fact the Nigerians have lost 'HOPE' in that wobbling edifice called 'Nigeria.' I understand no iota of confidence is left in the illusory cravings for incorruptible, 'uncorruptible,' peaceful, judicious mankind in the space called 'Nigeria.' But my question is, 'what is Nigeria?' A friend of mine, a Nigerian (who lives with me in the same hostel here in South Africa) acts like Nostrademus in his unpretentious dismissal of imminent hope that can rise from what one can call 'Nigeria.' He simply doesn't believe that Nigeria is a country but believes that Nigeria much like Somalia is a space inhabited by a group of dangerous moral destitutes who frighten to death anyone who dares them. Na wao! I mean think of the Anambra PDP convention and the internecine and fratricidal improprieties and then understand what i mean when I say 'frightening everyone to death.' I don't live in Nigeria at the moment when all these 'Nollywood' were taking place but I can feel the impact of the Nollywood here in South Africa. I imagine how the people at home would feel if I can feel frightened in the diaspora. Much like my friend I see the future from the present and thus cannot be like the so called Nigerian believers who have been brainwashed into 'suffering and smiling' by the so called Pastors who use the fear of the devil and the end of the world (in Nigeria)to discipline the people. And of course the world seems to have ended in Nigeria long time ago and the people who live in it (including the rich who face the danger of kidnap) still regale in a false amnesia of existing in the world. Next should be very careful. This is nothing but yellow journalism. From what I read, it’s full hear say without any substance. All the quarters they went for story collaborations did not give them any positive response, then why rush to the press, feeding the public with rubbish. If one may ask, why trumpeting it now that the guy has been nominated as PDP candidate for Anambra state. It’s like Next does hatchet man's job for some people and very soon they will be exposed. For the avoidance of doubt, I don’t support Soludo for governorship context in any state for that matter as I believe he is much more far better than that. Also this is not about sectionalism or tribalism, it’s all about standing truth on the surface and that is all. @bobo osims are you suggesting NEXT made up this story? Why don't you check out the Austrian paper website that broke the story? We cannot abracadabra our way out of this one.Officials, and mind you NEXT didn't say Soludo , were bribed and this occurred under his watch. As to whether he will ever be investigated and held to account, I doubt it at least in the short term. This is Nigeria after all where ordinary men are locked for ten years for stealing a goat while the real thieves are celebrated and feted. Nonetheless, it is good to know who the real thieves are. The day of reckoning will arrive, sooner or later.

When Tai Solarin of blessed memory headed peoples bank, there was corruptible elements under him, but does that make him a theif? No, was man of intergrity and died as one. The fact that bribe was given when Soludo was CBN governor does not make him a theif either until proved with facts and figure. Hence let us leave Soludo alone and celebrate a true icon. We talk about Soludo vying for Anambra governorship post as if it is a sin. But somebody must librate Anambra. If PDP should not allow Ngige by their rigging, then let us believe that God can as well use Soludo to do what Ngige did by letting-down Anambra vultures. One of the reasons I still believe Soludo still have intergrity to protect is the fact that throughout his tenure as CBN governor he was not card carrying member of PDP, could that be said of the present information minister and many others. Lets have faith in God using Soludo positively for Anambra people. I rest my case for now.

Before I set on my comment I want to set one thing clear,having read through already posted comments I am baffled by some comments of people attacking NEXT for creating the medium through which we interact on burning issues concerning my country.I ve lived abroad for over ten years yet the much I could account for was just buying a piece of land in Lugbe area in Abuja.All the sixteen hour jobs I did in Europe ended in PAYING CYCLE OF BILLS. Charles Soludo is my folk because we come from the same commuinity before he championed his Autnomous community quest of IsuAnioma which tore the ideals of our forebearers. Soludo has not impacted in the lives of his folks all he had done was himself and I do not see why I should be obscured from the sense of reasoning. As the helmsman of the apex bank when the contract was awarded Prof Soludo should come up with a statement on what role he played in the bribery scandal,his continued claim of ignorance will not help issues;Corruption in high places in Nigeria has brought shame to our country folks scattered overseas.The head of African seat in the Australian firm has resigned Soludo should save the people of Anambra state the embarassment by declining his already controversial c onsensus BROUHAHA. Good he brought about Consolidation in our banks but what happened when he told us that our banks are stable only for Sanusi to come and open up on how our banks are so hollow and ravaged.SOLUDO,SOLUNOMICS,SOLU-TION or whatever he is called does not have the solution to Anambra,s development and economic growth;He is just being fostered on the people so that the continued philandering of the Anambra people shall continue by the Powers that be.

If I were Soludo, I would sue this NEXT paper to extinction. How does your alarming headline corroborate with the content? Only novice will take such headlines seriously. I thought you guys would breathe a fresh air into the deceitful, headline-grabbing trash news perfected in the UK by the likes of "The Sun", "Daily Mirror", etc. but alas! the rubbish continues. For me, NEXT newspaper totally rubbished themselves with their salacious headlines. At this stage of the investigation, it is obviously too early to attempt to make such a strong linkage between the scandal and Soludo personally. There must be a difference between reporting a story and trying to fabricate the news. Thisday newspaper successfully reported the same story without similar grand insinuations. Soludo can burn for all I care, but for his own sins not just because NEXT gave the dog a bad name to hang it. I happen to know several top and midlevel employees of NEXT. With the number of "repats" in management you would expect them to raise the level of news reporting in Nigeria. How could this story as titled ever make it past your editorial board? I would warn that you are wasting your most important currency - your credibility. I thought that was supposed to be the value proposition of this paper. Without it, NEXT may be a new paper but is looking more and more like the same old crap!
