Millions in bribe paid for new bank notes

On Wednesday September 30, at the Presidential Villa in Abuja, President Umaru Musa Yar'Adua smiled and beamed as he launched the polymer currency notes for the country. But far away in Australia, crack detectives were reviewing case files in Canberra, making sense of which, and how many, Nigerian officials shared about 750 million Naira in bribe money from the Australian polymer company, Securency, to secure the contract to supply the polymer notes to the Nigerian government.

Top officials from the Nigerian presidency, and the Central Bank of Nigeria, have refused to comment on the scandal which was exposed last Friday by reporters of the The Age newspaper of Australia.

According to investigations, the Australian Federal Police (AFP) are closing in on Securency International Pty Limited, The indications are that Securency paid out bribes to some Nigerian officials in order to win the contract which has now enabled them to supply at least 1.9 billion pieces of polymer notes so far.

A report about possible misdemeanour by Securency, a joint venture company between the Reserve Bank of Australia (RBA) and Innovia Films, have now shown that the money was paid between 2006 and 2008 to some Central Bank of Nigeria (CBN) staff officials and other influential Nigerians using two UK-based businessmen, Benoy Berry and Michael Harvey

How it began

The CBN then, under Charles Soludo, on February 28, 2007, launched the first polymer note, the N20, on a trial basis. In October, 2008, the CBN obtained presidential approval to convert the other lower naira denominations, N5, N10, and N50, from paper to polymer notes.

In launching the new currencies, the Bank said in a statement that "printing the N20 note on polymer was a test case. The essence of the experiment was to determine the advantages and demerits of the polymer substrate and its acceptance by Nigerians.

The response from the presidency

NEXT attempts to get a response on the matter were unsuccesful. Presidential spokesman, Olusegun Adeniyi failed to pick up calls made to his phone, while David Edebvie, the Principal Private Secretary to the president, declined to speak on the telephone about the matter.

"Put it in writing and send it to my office. I will then decide whether I will respond," Mr. Edevbie said to NEXT.

Mr. Soludo, professor of economics and former governor of the Central Bank of Nigeria, under whose tenure the deal was signed and executed, declined comments saying: "I am no longer the CBN governor and I am not able to comment on anything." Mr. Soludo, who is now running to be the next governor of his home state of Anambra, suggested that we "Please talk to the governor" by which he meant, the new Governor of the Central Bank, Sanusi Lamido Sanusi.

Mr. Sanusi is currently attending the International Monetary Fund [IMF] meeting in Istanbul, Turkey, but the CBN spokesman, Mohammed Abdullahi, in response to questions from NEXT said "I am not aware of anything like that" asking that, "If you have any proof, you can bring it."

Mr. Abdullahi said that the polymer note proved to be more economical than the paper notes, hence the change. "Research in the last two years shows that polymer notes are more durable than the paper notes. In the long run, there is a 50% cut in costs when we use the polymer notes," he said.

Securency's history in Nigeria

Securency's interests in the country are likely to have started around the year 2006. Before the end of that year, the company had clinched a deal that compelled the country to embark on a trial of the polymer note. This was the period when the CBN carried out a Currency Restructuring Programme.

From the Start

Securency produces the press ready polymer substrate, Guardian®, on which bank notes are printed. Their breakthrough patent was first used in Australia in 1988. Since then, the Australian company has penetrated other countries, selling to them its patented product and urging a shift from the traditional paper money. The polymer note's selling point is in its advertised toughness, security features, and resistance to soiling, thus, its durability.

In 20 years, Securency has succeeded in spreading to over 20 countries. According to the Reserve Bank of Australia, the company thrives on foreign contracts and claims that ‘90% of Securency's revenue comes from exports'.

Curiously, almost all these countries have been classified by the Australian Foreign Ministry as developing countries. Securency's Guardian® may be selling in developing countries but more than this, The Age deduces that these countries are also some of the most corruption-prone countries.

"It [Securency] excels at doing business not only in Vietnam but in some of the most corruption-prone countries in the world," the paper said.

The middle men

According to ‘The Age' the two men who clinched the deal, Mr. Berry and Mr. Harvey ‘boast [of] high-level political contacts in Britain and Africa'. Allegedly contracted as agents by Securency, the men helped to disperse the almost 750 million naira for the purpose of securing the banking note contract with the Nigerian government.

Mr. Berry, heads Contec Global, a company with diversified interests in Energy, Security Technologies, hospitality, and construction. The Security Technologies unit of the group is concerned with Biometrics, Smart Cards, e-passports, and currency. There are claims that 40% of Africa's population, including Nigeria, use passports designed, processed, printed, and delivered by Contec Global. Continental Transfer Technology Limited is another company which Mr. Berry sits on its board, along with some Nigerians; Hassan Ibeto, Adam Ali Biu, and his brother Roheen Berry.

Mr. Berry, who has considerable influence in security prints and has previously been investigated in Uganda, allegedly had at least $5 million paid into an offshore account which belongs to him. He is said to have worked with Mr. Harvey to give Securency's African office access to the Nigerian market.

Mr. Harvey, claims he was only called into the deal after the supply contracts had been completed.

"My job was to create demand for Securency to countries...we are a group of marketing companies who seek business and access markets," he said.

The CBN has, however, claimed ignorance of the existence of a bribery scheme in the Securency deal.

Police Investigations

Although the Australian Police is yet to send in a response to NEXT's enquiries, The Age says that a probe into the Securency scandal is apace.

"The bribery probe centres on a series of multi-million-dollar payments made by RBA firm Securency into tax haven bank accounts belonging to two UK-based businessmen, Benoy Berry and Mike Harding," says the Australian newspaper.

One result of this probe is the retirement of Securency's African office manager, Peter Chapman. According to Mr. Harding, Mr. Chapman led the Nigerian deal.

"The business in Nigeria...we did not start that. The supply contract to the CBN was arranged through Benoy Berry and Mr. Chapman," Mr. Harding said.

Mr. Harvey further claimed that the Nigerian senate and the presidency were aware of the Securency contract scandal, hinting that the deal was under investigation by the Federal Government.

The rest of the world had gone paperless, yet our attempt to be among the worlds top 20 economies is revolving around .. printing worthless money on whatever gets shoved in our face... anything to warrant huge bribes!! they should stop talking about bribes if nothing is going to be done about it!!! How many former state governors are behind bars for collecting bribes?? how many government officials have resigned over bribes? abeg, Government should stop distracting us from their colossal failure in governance with these little stories. This hopeless currency should have been re denominated ages ago... whatever happened to those coins? or is the kobo no longer legal tender? On one hand you are saying 'e payment of salaries' on the other hand you are printing new notes.. has anyone seen who's signature is on the new notes??

This is not about if soludo knows the bribery that lead to the contract to be awarded, the issue is WHY would the company engage in such a deal, if really it was worth it's onion. The austrialia govt and police have been able to name the people involved in the bribery and those that hatched the deal for the company, the issue now is would the nigerian govt or police do the same. This clearly shows the kind of society we live in. I stand to be corrected, the poeple who took part in the deal or bribery knows very well that should the deal be exposed. they would NEVER be arrested. It is not their first deal about bribery, because they are expert in it and would do more deals of this magnitude. We need a CHANGE as people

When you have so called wealthy and "accomplished" people trying to get public appointments and govt postions ....etc that pay 12 million or less per annun you wonder why they want it,,,,answers are normally found in the foreign press with probes on shady govt agency deals! what ever happened to the haliburton probe? possible answer: the panel set up to investigate it probably embezzled funds set aside for probe and asked those under investigation for settlement - slowly but sure Nigeria will eventually get the leaders it deserves not these bunch of crooks , lame uimaginative, morally bankcrupt degenerates

Yardua, You have already earned the nickname as Baba Go Slow, but please dont add another feather to your cap. a feather that indicates your are recklessly blind to corruption. Since the beginning of your tenure, one corruption scam after the other keeps coming to limelight and you are so gut less, you cant do anythig about at least one!!!.. First it was the Siemens bribery scandal, then the Halliburton case, the Power Probe Panel report, Police Equipment Fund, Massive Electoral Bribery in Ekiti,the Vaswani brothers customs bribery scandal, now Polymer note, etc... ONE MORE REASON TO PUT SOLUDO IN JAIL I said back then when Soludo woke up just after redesigning the notes to tell us he would redenominate that he was either incompetent or crooked. Why overhaul the currency twice in 12 months at huge cost if there isn't more to it than meets the eye? Some have suggested that he needs Anambra's governorship for immunity against the consequences of his sins. The 'clever' guy actually says he can't comment on crimes committed under his watch! How absolutely gentlemanly. These are the omo ales (bastards) who give Nigerians a bad name and confirm the tribalistic views of some myopic Nigerians. And the passport angle explains why OBJ rushed into imposing new passports on us even though more than two years after most embassies are still without the machines and Nigerians have to come home just to process passports. But the enabling bribe has long been 'processed' and those who chopped it have cleaned mouth. The UK govt also probed the coin contract executed under Soludo. Their problem was why the mint agreed to produce such low value coins. To the UK govt there had to be more to the deal than was put in the contract. We all remember the strenuous effort Soludo made to impose the dead on arrival coins on us and the loud silence of the analysts and newspapers who never saw any evil in their 'genius'.

Sometimes I wonder why my world is like this. To my generation even the thought of an extra day in summer spent in this country is kicked against vehemently. Why is this country such a killjoy? So many of my seniors have left nigeria for london's serenity and usa's highlife, but I think it's time to take a stand. So today I ask my generation: what's next after we graduate? Do we run off to foreign countries in the hope of throwing off the yoke of our dying country? No! I am going to finish school in the us because of the lack of education, but I am going to use my education as a springboard to success for my country! The body of the story tell us that the scandal if it exists at all took place long before sanusi's arrival why put the picture of Sanusi and the president as if it is something that just happned today? This is misleading!! I have also checked the internet and the Age newspapers website and Goggles Age and Securency. I have not seen nthis story as presented here. there must be other sources apart from the Age named here as source. We keep our fingers crossed!!

With this revellation, Charles Soludo Should begin to think twice about his governorship ambition in Anambra State.If PDP makes the mistake of making him candidate in that election, the party will lose. So what! If what the AFP says is true, big deal! The AFP should have no interest in this whatsoever. The Nigerian govt and people get a form of currency that is better in many aspects, particulary in regards to counterfitting. To me it seems like a win / win situation. Soludo apparently "consolidated" himself in every sector, if this story is true. Northern Agenda again? Because there is absolutely no way, Soludo wouldnt have known of this (again if this is true), the best explanation he can give is maybe a gave a wink and a nod for his deputies in the CBN and NSPMC to go ahead and make some cash for themselves, while he keeps his eye on the bigger prizes. And this story emanating from australia has all the hallmarks of the classic 3rd world bribery situations,dodgy offshore accounts,influence peddling "government consultants etc"

Really guys! I haven't read anything that indicts Soludo in this report except that the bribe was shared under his leadership as governor of CBN. Thats not enough to nail the man. That guy has done well as CBN governor, let him be until its proven he is involved. Everyday each of us see one act of corruption going on around and near us, what have we done to challenge it or expose it? Can we be bold to post a comment on it on the media and mention names and what happened? We should learn to react properly to MEDIA reports: reading and understanding OBJECTIVELY. Then reacting properly.

I think the electoral laws need to be seriously reviwed in this country. There must be some form of screening every month after a guber aspirant declares his intention to run. It is in this country that 'people' were ruling us with 'toronto' certificate at one time. I am almost in doubt of Prof's erudicy and scholarcy(if there are words like these). Please people of his calibre become a big heartache and heartbreak when issues of integrity, transparency and the likes are disfigured and tainted...I am very very indifferent about this whole mess right now(hiSSSSSSSSSS)

Nigerians must not swallow everything hook line and sinker from the so called developed countries. The Australian reporter never showed any proof that bribes were paid. How did he arrive at the figure. He should also be able to show those who received the bribe money. We must stand up to defend our country from the whites who from history never saw anything good in a blackman. When it comes to corruption, don't count on the government of Yaradua to bring the culprits to book. It will be interesting to see what becomes of the culprits when the cover is eventually blown open on their identities. Edevbie want to be relevant here. With his antecedents in Delta State where he held sway as Ibori's finance minister and all that we knew about Ibori and his reputation for stealling the commonwealth of his people, we don't expect any cooperation from him.

Very interesting... I mean very interesting indeed. Googles result on Securency has a string of financials scandals ranging from bribery and corruption in very many different countries. I guess this is the exact pre-requisite for any company to get a contract with our own Nigerian Government or else some scumbergs won't make extra dough behind the scene!!!

This issue required a highly skilled forensic examination becos is the cost of production is 50% less than the paper note, there is a strong indication that the people involved would like to play a fast game by diverting the half initial cost of paper note as well as sealing a deal with the securency by way of painting the floor before the contract can see light of the day. what a big surprise is not the fact that some people acting as an intermmidiary btween the Federal power and the Securency the likes of Senators who are involved polynote panel, Minister of finance and CBN boss. this so called proprietry syndrome is beginning to affect the likes of former CBN boss Soludo. a contract was processed, signed, conveyed for execution within your nose and some issues crippled up which required some simple explanation from you, even if you dont what to indict anybody all what yu can say is that you are no more the CBN boss that is rude and suspicious. i wonder what makes you have an interest to contest for gubernatorial seat bcos you seen it all in corridor power. AHAA!

Abeg I no dey travel but I wan ask whether Australia dem dey use polymer? Secondly how uneducated is the secretary to decide ' what is worth his attention /response or not'. In this crazy country of ours, it is amazing to think of what our reps in CBN and indeed the government itself gets up to. As someone noted giving bribes is like a prerequisite before business is done here. Before I jump on the bandwagon to condemn Nigeria, the CBN, Soludo, Yar Adua et al, I will go check out the New Age site and wait for actual indictments.

Just send your questions to AKUNYILI and let her explain why the foreign press and companies (ala Sony) will not continue to Re-Rebrand Nigeria. If Akunyili believes that that Sony was wrong to demarket Nigeria, she should use this case to prove them wrong.
