Sack Lukman now, Niger Delta Senators tell Yar’Adua

Senators from the Niger Delta have asked President Umaru Yar’Adua to sack the petroleum minister, Rilwanu Lukman and withdraw the Petroleum Industry Bill (PIB) currently before the National Assembly if he wants his amnesty plans to succeed.

The senators made this demand in press statement they titled ‘This Amnesty Must Not Fail,’ which 18 of them presented to reporters in Abuja on Wednesday.

They said they believe that Mr. Yar’Adua is sincere in his concern for the zone and will give ‘his all’ to ensure comprehensive resolutions of the issues facing the zone.

“It has, however, become evident that there is a troubling disconnect between Mr. President’s good intentions and recent actions and events,” Victor Ndoma-Egba (Cross River PDP), the leader of the caucus, said.

Mr. Ndoma-Egba said during the brief tenure of Mr. Lukman as minister, several decisions which are against the Niger Delta have emanated from his office and that these threaten the sincerity of Federal Government’s vision for the region.

“The Niger Delta region remains the poorest oil producing region in the world and the PIB seeks to retain this unacceptable status quo,” he said. “The bill neither addresses the fundamental issues of the degraded environment of the region nor the participation of its people in their God given endowment. This we totally reject.

“It is our position that an oil industry bill at this time must encapsulate the amnesty and indeed, provide a legal basis for the amnesty. The current bill, instead, negates the amnesty and seeks to preserve the objectionable state of degradation and deprivation of the region.” The senators also said that the recent re-organisation of Nigerian National Petroleum Corporation is lopsided and disfavours the Niger Delta.

“Its timing, when a strategic and sustainable approach to the amnesty and post amnesty environment should be the immediate concern, is arrogant, cynical and insensitive,” they said.

They also rejected the recent downgrade of the Petroleum University at Effurun-Warri, for which a Vice Chancellor has already been appointed.

“While we do not begrudge the upgrade of the institute in Kaduna, we insist that what is good for the goose is good for the gander,” they said. “We believe that Mr. President means well for the region and fortuitously he has a rare opportunity to etch his name permanently in the hearts of the long suffering people of the region.”

“To reassure us, the people of the Niger Delta, about your sincerity”, the senators tasked Mr Yar’Adua to do the following:

1. Immediately withdraw the PIB, and personally ensure that it makes provisions to address the agitations of people of the region, particularly with regards to the issue of royalties to the oil producing communities, and remedying and protecting the environment of the area.

2. Relieve Rilwanu Lukman of his responsibilities as petroleum minister as he has become a needless cog in the wheels of progress of Mr. President as we seek true and lasting solution to the Niger Delta issue.

3. Develop through robust consultation with governors and stakeholders of the region, strategic and enduring framework for a post amnesty era.

4. Urgently implement the report of the Niger Delta Technical Committee, headed by Ledum Mittee.

They also adopted the position of the Niger Delta governors on these issues and demanded the federal gpvernment should revisit the recent re-organisation in Nigerian National Petroleum Corporation and the policy reversal regarding Petroleum Training Institute, Warri.

They said: “The amnesty must not fail. The consequences of such a prospect are dire and unfathomable. It must not happen. All Nigerians must do whatever needs to be done to make this amnesty work. It must work for our sakes, for prosperity and for history. Therefore, no effort, contribution, and sacrifice will be too much to make and we must make them.”

Where were the S/South senators during the comfirmation of demented lukman? How many of you did oppose him? Your Mr.sicked President wants Lukman just for this purpose, while N/Delta senators were busy getting the scrums,the caliphates,parasites Northerners are scheming to deprive us of our Lord God endowed resources in the image of sycophant Lukman.I do hope this's an eye opener to S/South representatives in Nigeria assembly to keep ever watchful eyes on Arewas. The ungrateful Lukman & the N/Delta ministers who were present when the petroleum bill decision was made, must resign.Keep MEND in Niger Delta because it's deterence to parasitic Arewa.

I'm amazed that the s/s senators are talking as if they are not aware that Mr.President brought in Lukman to that office to execute the Hausa/Fulani agenda. When they ought to have lobbied their colleagues from the South including the Northern progressives to ensure that the likes of Rilwan Lukman did not have their ways back into the Nigerian oil ministry, they mortgage the destiny of their pple. Let all our representatives from the South learn from this unfolding drama, wake up from their slumbers and act wisely. They shld stop deceivig themselves into believing that Yaradua belives in one Nigeria. No Hausa/Fulani man believe in the unity of the country. This is the reason they will always divert developmental initiatives from the South to the North (especially the Kano, Kaduna and Katsina axis). They are simply preparing themseves for the day everything concerning the Nigeria Project will scatter. They strongly believe the Nigeria Project would not work. Take time to study Mr President's actions in the past 2 years in comparison to his several deceptive speeches before you disagree with this truth. God bless Nigeria.

It is most unfortunate that senators from the Niger-Delta would ask inept Yardua to sack one member of his inept kitchen cabinet. @ Okon I agree with you, where was Ndoma Egba when Lukman nomination was sent to them, knowing his past records they could have reject his nomination but becuase they are clueless bunch who don't learn from history. I will bet my last card Yardua will not sack him...let them start reaching out to senators from the south-east & south-west and build concensus needed to defeat the bill instead of asking a deaf president to sack his most trusted ally.

I quite appreciate the bold step taken by the s/s caucus in the senate even though it is much belated.I do also commend the s/s governors for their courage and fate in recovering their lost glory and resources. that this lot wants this guy gone must surely mean he's doing something right.i dont know when senators started having the interests of their constituents at heart.all these lazy senators(and their IOC masters) stand to lose from changing the status quo.they have been in the senate for how long? and they never bothered to initiate anything to effect reform.now that someone is trying to make ammendments to the horrible state of affairs, their only reaction is to shout him down while using the so called institute as a convinient distraction.how many of you criticising the bill have actually gone through it? a whole perverted economy(bunkering etc)to enrich a select few has been created in the ND that so many of these guys;legislator and militant alike, benefit from.soon you will see hitherto strange bedfellows (militants and international oil companies along with politicians) coming together to frustrate greater transparency etc contained in the bill.people need to start thinking. i look forward to seeing the "mami-water" that will claim the 50%royalties for offshore fields and dissappear.

What has surprised me the most is the fact that the politicians and leaders of the ND region seem to be chasing after shadows as oppossed to addressing the real issues that would bring real change to the region. Their agitation for resource control and infrastructural development should not be primary. What should be utmost for them is the development of their people. The petroleum industry generates US$10,billion annually and only 10% of that is earned by Nigerians. Part of the reason is that there are not enough skilled Nigerians to work in the sector. It would seem that Politicians and Leaders of the ND region would do better for their people if they concern themselves primarily with building enough capacity within the people of that region so that they can earn a greater portion of the US$10,billion annual income. If that can be achieved, Infrastructural development and resource control would not even be an issue. We need to stop putting the cart before the horse and deal with issues at the root effectively rather than politicizing them for personal gain.

This Minister Lukman passed through the bow-and-go culture of the senate screening. I ithink Chukwumeregie was the only one that opposed it. The same senate that confirmed him wants him out just few months of being in the office. Yet the same Sickman, sorry Lukman has been along in the past four regimes consecutively to the extent of floating a company in the Niger Delta. The senate of anything goes. That scarecrow called Rilwanu Lukman is not just a thorn in the flesh or a kill joy, but a needle in the ampit. It is sickening that Yar'Adua found this element worthy of a ministerial portfolio after ther decades he has so far spent in the corridors of power. My simple advise to him is that whatever you sow is what you will reap. If you do not, you kids, kith and kin will do on your behalf. For that poor university teacher-turn president, he will soon get his recompense for all he is doing to better/worsen the plight of the Niger Delta people. If he likes let him betroth all his daughters to governors and his male children to daughters of governors or other money bags, he will never find peace if he is genuinely not working to ensure that Niger Delta people enjoy their God-given endowment.

I'm not surprised at what is happening in the NIGER DELTA region, The god fathers of all the militant and all the slumbering south south governor and senators are all from the NORTH. They are like hungry backing dogs who will just keep silent for a piece of beef.The resources of the region which the s/s leaders have lavished in the western world is enough to turn the region into paradise. They are backing now because they looking for recognition that will gratify their selfish desire, it is obvious that we are the architect of our misfortune. When the issue of RESOURCE CONTROL came up, we were very happy, but it was sold for second tenure in their political office during Obasanjor regim. The militants are fighting for their bunkering fathers who wanted the miltary to go out of the river for their business to thrive. Just think of it, What is this Amnesty that everybody is happy about, a token for gun carriers only, not a stipence for all in the region. A piece of meat all the senators are in. it is funny.

ND got political dummies at the federal level and many politicians and civil servants are being used to fronting for the oppressors. What has our Federal executive members done for ND region? What has Odien, DeAzani Mbadikwe, Orubebe and others achieved or trying to deliver at this time. Only the family members will benefit while we live in the flood zone. PHC, the only industrial center in River state, shuts down every year cos of flooding, Why? Rivers people pay an average of N100 per Ragolis water and min N65 per litre imported PMS. So drinking water cost more than imported fuel in PHC and yet ND rivers flood communities. For example, RSG and PHLGA monthly federal allocations have not provided basic amenities to the populace. In essence, PHC, Yenagoa, and Benin are one city States where federal allocations are higher per urban city and yet not drinking water. The same Governors and politicians who can afford to pay N100 for Ragolis water want Lukman to resign. What happens after Lukman's resignation? Will grandmother or housewife get more clean drinking water? Will it stop PHC flooding? What did the PHLGA and RSG do with the huge monthly allocations for priority projects like drinking water, where water is abundant everywhere. @ Afolabi Davidson You have the most valid point read on this blog and that my friend is the root of the problem @ SIMON OVUOBOVWORI I also think you made a solid point I am not against the North keeping tabs on our resources, but my sadness come from the fact that our "seeming" or actually hungry senators have played butlers and servants to the North and now its almost difficult to bite the fingers that they assume "still feed" them. I/WE all have dreams for a wonderful "renaissance" of Nigeria and particulary the ND but we need to understand the pressures of being corrupt in the act of serving fatherland. With this in mind we can assume that these senators are only delaying the battle which we will eventually fight cos sincerely...I HAVE LOST HOPE FOR WHAT THESE MEN CAN DO FOR US!

Like a marriage of convinience, Lukman was invited years back when his brain was functioning in tune with the activity of that period, those days are over and like every evolving and developing world things have change. What YarAdua should know is that Lukman's actions in todays world will take us 20- 30 years back because that was the period he is thinking we should be. We need a new impetus into the Oil and Gas or generally the extractive and explorative industry otherwise, we will always be 30years behind R&D. Lukman, please hands off. U have created enough mess in the Petroluem sector. Gone are the days when your contributions are worth while. Retire to your sanctuary and enjoy the cuddles of your grandchildren. Goodluck.

Why has it taken so long to know that Lukman meant no good for the South.He was instrumental to 'hire and fire' senior staff in Oil and Gas companies without recourse to minister's approval. A case in point: Geosource Geophysical in the early 90's.Mr President should not waste time to let him(Lukman) go.He has outstayed his usefulness and now a big problem to Government.No body should be more Nigerian than the other......
