The former Managing Director and Chief Executive Officer of Oceanic Bank, Cecilia Ibru turned herself in to the Economic and Financial Crimes Commission (EFCC) at 2:41pm on Wednesday, four days after she was declared wanted by the commission alongside Erastus Akingbola, former chief executive of Intercontinental Bank.

The two former bank chief executives were dismissed from their jobs on August 14 and declared wanted on charges of fraud, stock manipulation and money laundering.

Dressed in her usual black skirt suit, Mrs Ibru looked tired and upset about the entire situation. She came with her lawyer, Niyi Akintola, supported by almost five associates, who huddled around to console her.

Mrs Ibru had been declared wanted for “failure to honour the commission’s invitation,” said Femi Babafemi, the Commission’s spokeperson.

Apart from failing to honour the Commission’s invitation, intensive search by the EFCC was unsuccessful, according to Mr. Babafemi. The Commission then concluded that Mrs Ibru went into hiding.

Dramatically, she came out of hiding yesterday.

Where was Cecilia Ibru?

One of the issues that came up was where she had been. However, her lawyer, Mr. Akintola, a Senior Advocate of Nigeria, who came with her client, said Mrs Ibru went to the EFCC office from her hospital bed. She was seen being supported by her physicians.

“She came right from her hospital bed, even with her doctors and she is here,” Mr. Akintola said. “Nobody, apart from the court of law, can declare someone wanted. The court had made that clear; no organisation has the right to declare anybody wanted or order for the detention of any citizen. It is only the court that can do that. The bailiff is there. Well, she is still being interrogated. We don’t know, but that is the order of the court.

“Forget declaration, they don’t have such power to detain her,” her lawyer said. Immediately after a brief meeting with the chairman of the EFCC, Farida Waziri, Mrs Ibru, in company with her physicians and EFCC officials were driven out of the Awolowo Road office in a Toyota Land Cruiser, Lagos plate number, BY400FKJ to the EFCC detention facility on Victoria Island.

In his reaction to whether Mrs Ibru will be released on Wednesday, Mr. Babafemi told NEXT that she was being held for interrogation and that the outcome of the interrogation would determine what the next action would be.

The bank debtors’ arrest

The EFCC had yesterday ordered the arrest of all bank debtors who failed to meet a seven-day ultimatum it gave them to refund the loans they obtained from the affected banks.

According to Mr. Babafemi, about fifty people were to be apprehended by the officials deployed across the country. He said the commission was still waiting for the full report to determine the number of those who had been arrested.

Meanwhile, counsel to the other 15 bank executives already in custody had already started approaching the Commission’s Lagos office with petitions and request for the release of their clients.

Wole Olanipekun, counsel to Okey Nwosu and Sebastian Adigwe, former chief executives of FinBank and AfriBank respectively, on Wednesday, submitted a letter to Mrs Waziri requesting for the release of his clients.

The letter, which was signed by Mr Olanipekun and Anthony Idigbe, requested that the Commission should release the duo on bail, based on the ruling of a Lagos high court . The counsel stated that Mr Nwosu had already been granted bail on stringent conditions, but was still being held.

The court order submitted to the EFCC, requested that the applicant should be granted leave to exercise their fundamental human rights to personal liberty and human dignity.

My fear is that at the end of this bank cleansing, sanusi would not have succeded in taking these Banks from Akingbola & co and give same to his brothers in the north under the guise of new investors.Aside this,sanusi name would ever be engraved on Marble.

Development in the banking sector in Nigeria is capable of sending anyone among those directly involoved into a state of shock. I learnt, according to Mack Ogbamosa, Akingbola's mouthpiece in one of the online reports that Aknigbola is alos abroad for medical reasons and that he would give himself up to the EFCC with time. Whatever the agenda of Lamido Sanusi, my own grouse is that just as this bank executives are being hounded into jail pending arraignment, I expect that all former Public Office holders who have made away with the nation's money should as well be made to face the same music. What is good for the goose should also be good for the gander. If Nigerians allow this opportunity to slip away, with only the bank executives hounded into jail, there all never, never be accountability in Nigeria.

EFCC is busy hounding failed banks'CEOs meanwhile they have forgotten about the WONDER BANKS (Nospecto and Co)and their sponsors!EFCC how far? Did depositors not loose money too? Sanusi wants to systematically dispossess the bank owners of their rightfully-owned enterprises. The bankers must fight it out with the CBN in the courts. If he had any honesty of purpose, he would have started his so-called audit with Unity Bank, the SICKEST bank in Nigeria. Soludo's CBN granted 70 billion to Unity to save it from insolvenz last year without sacking its CEO or management. It's an open secret that Unity has more than 100 billion naira in non-performing loans, which are mostly granted at the recommendation of Emirs and the Sultan.

Now you’re crying over banks. It’s your turn, Southern Nigerians, to feel the heat we have been subjected to for years now in the North. In Jos, they want to appoint an Emir, in a place where Hausa/Fulani are settlers. They sent in Boko Haram fighters early this year to massacre the people. In fact, many Southerners were also killed. And when the FG delegation visited the place they met only with Hausa/Fulani, even shunning the governor, David Jang. In Kaduna, Bauchi, Katsina etc Christians are living in fear. At any rumours about religious riots, everybody rushes to schools to pick their children. In our own homeland. Remember that when the old Kaduna was divided into 2 states for the purpose of religious peace, Katsina was supposed to be mainly Muslim and new Kaduna state mainly Christian. Today, we Christians have again been turned into minority in Kaduna. In the civil service or state cabinet you will not find more than 20 per cent Christians. Yet, you our bethren in the South who should support us have abandoned us. But the signs are there since June 2007 that the Yar’Adua government is a Jihadist government with its behaviour in the North and the Niger Delta and now they want to capture the Lagos economy. When we will be smart enough to know that divided we fall and united we stand? When we will recognise that an injustice done to one is injustice to all?

It’s unfair to treat this illustrious citizen like a common criminal. What crimes is Mrs Ibru supposed to have committed? From my basic knowledge of law, from business school, there is nothing they can charge her for. I have reread my notes on loan and loan default several times and cannot come up with any single reason why they can treat her like this. Or why the EFCC can come into the picture. Depositors didn’t have problems withdrawing money from the bank and there’s no signs of distress before the CBN invaded the place. It’s important to note that the bank chiefs are in most cases the majority owners of these banks. Ibru and Akingbola founded their banks. These banks are not federal companies. It’s now very clear that Sanusi and YAr'Adua want to take over these banks and give it to their people. If Nigerians could be so treated in their own home countries, then how can foreigners come in to invest in the country?

Abuja Airport now has parking space problems with more than 30 private jets struggling for a hangar. Go to the airport on Friday morning and see the Northerners in white babanriga flying to Kaduna, Kano and Sokoto in their own aircraft. Who are the owners of these planes? Finding out how these jet owners came about their wealth should be a major concern for the EFCC not disturbing creative people who built these banks from scratches with their intelligence and hardwork. The professional lazy class wants to take them over just as they’ve taken over the federal administration and oil industry.

While I do not intend to hold brief for Mrs Ibru (and I am all for punishing her for any real crimes that is actually proven against her), Among the many "atrocities" (to borrow your ascription) that Mrs. Ibru and Oceanic Bank has committed has been to be among the most active lender to the real sector (ie, manufacturers), to small-scale businesses and to infrastructure projects (including MMA2 airport terminal and Lekki-Epe Expressway), which constitute higher-risk financing, and not to mention gainfully employing thousands of Nigerians all across the country. Please, let's not just give a dog a bad name in an unseeming haste to hang it. Let the EFCC prove its case in a properly-constituted court of law (and not in advertorials on the pages of newspapers) before we start punishing anyone.

Its a shame that this is all a case of giving a dog a bad name to hang it. Waziri wants debtors to magically produce billions (which I am sure she and all EFCC personnel have never seen)in one week and for some STRANGE reason, hand the funds over to the EFCC rather than to the bank being owed. You arrest/detain individuals for days without due process or even giving them the opportunity to organise the repayment of their debts while the Odili's,Ibori's and Babangida's walk about freely. Sanusi, where are NOSPECTO and co's investor's funds that were frozen and held?. Nigerian's have very short memories and are apparently too forgiving. When the HEAD is sick, there is no way the rest of the body will be fine. The thought of this country makes me weary. Wither our salvation oh Lord?

Let us face reality. These people were not lending money to small businesses. They were lending to people that had one connection or the other, people that were referred to them by top tycoons in the country. For me, am not supporting EFCC or the banks but why will billions of Naira be non-performing loans. Remember these billions are in the hands of few people who have the effrontery to use the money gotten from the banks to buy private jets. Let them face the law please.

Lets watch and see where this drama will end. Next Editors ought to do balanced reporting and not castigating people as they are doing. Are the bank chiefs being held for fraud or for giving loans that are non performing? Let EFCC do its work without gracing the pages of Newspapers. Let them look inwards and do a thorough job instead of running to the press now and then. Only time will tell whether there is Northern agenda playing out. I still recall Vangaurd of March 23 where Omoh the business editor did a scoop on the script playing out.Peeps are not even looking at that report. all of u that are screaming, 'where are depositor's funds?', am too sure non of u have deposits in this said banks, and also if u have, have u gone to the bank and ur money wasnt paid to you??? u all just sit in ur homes and digest all you hear and read and make yourselves judges. alot of people that withdrew their funds are going back with their tails between their legs and putting their funds back. all the M.Ds that lent out money did it based on competition amongst themselves... do u think they did it to ruin themselves??? have a rething people and stop criticising. do u think its only the banking sector we have issues like this??? am too sure wen we look deeper into the oil sector, PHCN, and a host of others, we will be shocked at wat we find out, and i believe thats wen we will know the true meaning of EMBEZZLEMENT!!!!

The banks may have erred in their processes, yet, the CBN and the EFCC, have seemingly not handled affairs with professional expertise that should normally guide their actions. To make matters worse is their overtly dangerous garrulous positions to, perhaps, show they are working. I ask, why treat these large employers of labour as common criminals? Why did the CBN make sensational their first set of findings without necessaarily concluding investigations on the other banks? Don't we see the potential destructive capacity this has on the banking industry, generally? Now, if this industry fails, what becomes of the varied direct and indirect beneficiaries? Why is Farida Waziri, all of a sudden an active EFCC boss(we know her gross incompetence, afterall); Why do we as a people characteristically tend to gloat over the travails of those we, hitherto, celebrated as champions? Indeed, it's a pathetic situation. I hope for when we'd deliberately just do things right.

For me Mrs Ibru is not the problem personally. it's the system that is in place. if things begin to get out of hand maybe shge should name names. Many people who collect loans on personal recognition are politicians too who need such 'secret' loans to prosecute elections. I'm only angry that these bank chiefs all the while were claiming that their banks were safe when in actual fact they were seriously distressed. 'Mighty' banks with world recognition were failing/falling and 'mere' Nigerian banks(who claim strength by having meagre shares in the mighty ones) were boasting of profits?.. anyway in the end they'll all go free, 'scot' free for that matter....abi no be naija we dey?

I think we should get something right. Are these people alleged of fraud or poor risk management? There is a clear difference between the two in which case, provision is made in the books of account for this bad credits. While am not saying these bankers are right or wrong, the question is, where are the debtors? Why cant they be declared wanted too? Who has declared that the Dangote in question as one of the debtors is not popular Aliyu Dabgote but another one? I dont know if readers have noticed that there seems to be hidden agenda somewhere. All of u that didnt know what was going on were just displaying ignorance. Go and read an article titled "NIGERIA: GROUP PLOT TAKEOVER OF FIVE TOP BANKS" published in Vauguard Newspapers of 23rd August 2009. You will see that everything happening since Sanusi came in was a drama script written by Arewa Consultative Forum and Sanusi was just a mere actor. I sympatise with Mrs Ibru and Mr. Akingbola. They are g8 achievers that built a global bank in 20 years by through hardwork, vision and courage when their contemporaries were looking for jobs. They created jobs for thousands and created wealth for many. What is happening is global economic meltdown and its beyond their control. 82 banks have been closed in America since meltdown stated, and 200 on the deathrow, none of the CEO was treated this way. This action of CBN may look good on the surface but the motive is evil. Wait and see.

There are not just 5 banks in Nigeria why is Sanusi particular about these banks? is it because they opposed his election to office with the reason that all the financial heads in Nigeria are from Kano? did they not make sense? During the consolidation era, Bank of the North [BON] had a negative of N43 billion [-43 BN Naira!!!] as shareholders fund. Soludo's era granted BON a debt cancellation to better position it for a merger in the UNITY bank group. The CBN did not make an issue out of this. UNITY bank has not published its account since consolidation and has more non-performing loans than Oceanic & Intercont.Unity bank was given a N70bn bail out last year,yet the CEO was not sacked. Sanusi, tell me,why did you not commence your audit with Unity? One thing is clear, the offense of these sacked CEO's are poor risk management which is not any where near a criminal offense. We are watching!

This exercise should not go the way of other crusades initiated by the nigerian government that never had a logical ending. To restore people's hope and believe in Nigerian Banking sector, this should be pursued, transparently, to a logical end. I feel for all the former bank chiefs sacked but the rule guiding the industry should be adhered to regardless of who is involved.

at best we can display our literary prowess on this forum thanks to the internet and NEXT. these guys have made up their minds on what they want to do, nigerians as usual have believed in rumours, lies, half truths, unfounded stories. Which of you on this forum has gone to oceanic,intercontinental, afribank, finbank and Union bank and were told to come back later that your money could not be paid. we get carried away too quickly by bragats and smooth talking people and always fail to check whether processes are followed. We get too sentimental and let our prejudices fly high, beclouding common sense judgement and make speeches/write ups out of myopia than objective reasoning. I bet few people that commented know the implication of the credit downgrade nigeria got two weeks ago as a result of the unprofesional way this matter was handled. We are just majoring on minor issues, asking for people's head, when alot of the comments were made out of the half truths the media fed to us. Little is said about infringement on fundamental human rights abuses in this entire process, abuse of procedures, and unethical practices. Rather we are shouting tribalism on the rooftops. Obviously some people have use this as practicals to improve thier writing skills. Based on the comments here alone, you know how difficult it is for this nation to be one. Opinions differ no doubt, but there should be rational and reasonable not sentimental. Nigerians, lets demand for justice that follows due process and respect for human dignity!!!

The Northern states government rotten the former bank of the Morth, now Unity Bank.The Federal Govt had to intervene before it was able to meet Soludo's bench mark of N25 billioon. And the accounts that I read in LEADERSHIP and New Nigerian some time this year, which Unity Bank was that? A lot of stupid comments from ill -informed group of people. Just because of Sanusi's action people are already riding rough with their tongue. Nobody has been accused of stealing money what we hear is non-performing loans. It took OBJ for Nigeria to be rescued from debt, Nigeria was took loans that were not performing then. Sanusi should have given the banks' management ultimatum to recoup the non performing loans and still go ahead and give the N420b to assist the banks. No body wants to identify with a failure. Depositors have lost confidence in the so called failed banks. In addition, we are all waitingto see the outcome of all these dramas of EFCC and the CBN. Nigeria system of government since Independence has been in the hands of the few priviledged ones. They made the rules, violate the rules and went away with it. The current problems in some banks will soon be over and the people involved will be as free as air. This shows that our leaders have no fear of God in them. Those that approach equity should do so with clean hands. Let due process be followed by ALL stakeholders in this saga for the sake of posterity, however it is sad that despite all the frenzied activities by the CBN and the EFCC over the last few days it is instructive to note that Nigerians are deeply divided as to the true motives of the powers that be. That clearly shows that Nigerians have not been fooled by all of these. It is amazing that the EFCC seems to have had the scales suddenly fall from their eyes and it makes me wonder why they have not pursued the clear and brazen cases of corruption by former as well as sitting Governors and political heavyweights with the same fervour and gusto. It appears that this crisis has suddenly given them a sense of purpose that was hitherto non-existent. Who is really fooling who??? The EFCC and the Federal Govt should stop chasing rats while the house burns! The biggest cess-pits of corruption in this country can be found in the innermost recesses of Aso Rock and the State Govt Houses. Investigate the banks and financial sector by all means, but don't think you can fool Nigerians into believing that you're not protecting the biggest thieves of all! The EFCC and it's pied pipers may run, but they can never hide, they shall also face the judgement and wrath of God sooner rather than later!

Are these loans really bad loans,because Jimoh Ibrahim said he has been servicing his own loan and that he wasn't oweing what CBN claims he owes. My believe is if these loans followed due process then CBN has guffed. there is so much Politics involved.

i still feel it is not the responsibility of EFCC to chase and recover debts, but i feel the formerbank executives should make themselves available if their is any case of financial misappropriation leveled against them by the CBN. i dont think they have any cause to worry if their hands are clean

@Attai. Waiting until this banks are unable to meet their obligations as and when due will be a reactive approach which could spell doom for the financial system and the nation as a whole. People lost billions on Naira to the NSE because of manipulation of these "wiz-kids". These Banks have been badly managed Chikena... a forum like this is actually a welcome development. of note is the fact that the rule of law never being operational in Nigeria, what the Law enforcement agencies do is only reactionary in nature, the bane of our society is in the non pro activeness of measures aimed at curbing crimes. It is actually deplorable that Banking which was erstwhile a conservative profession was turned into a market fit for all charlatans. a few Banks in the country still practice the kind of banking that does not encourage this mad rush for money. the CBN should tighten up their belt for more cleansing

some people that are meant to be learned people are really thrilling me with their sentimental statements. Giving loan is not bad, it is granting loans without collateral that is a sin. It is called abuse of office. Trading in stock is not a crime, using your exalted post and the information u have to trade in ur own stocks so that your stock price can appreciate is a sin. If someone is managing your supermarket and he mismanaged it and you have to pump money into biz all over again, will you still allow the same manager to run the biz. The CBN Gov acted within his constitutional power in every way. The only thing is that, he should have waited for the completion of the audit of the banks before doing a general sanitisation. If all the ratios gave by CBN on these 5banks are correct, then the banks are gravely sick. But, do u notice that the banks are not disputing CBN ratios? We do not have to be sentimental, or ethnicised this or play victimisation card. These are the trump cards being played by the rich to retain their status. I am out............

I totally disagree with the Akpuche, it is not fair at this point in our history to trivialize issues by digressing off point. it is really unfortunate that somebody can still be thinking like this at this point in our history, Issues of Ethnicity should not be tabled at this forum, we should make all efforts to tackle the real crux of the matter which is the fact that the banks have totally been in disregard and violation of all Banking ethics, in an attempt to meet up with outrageous targets set by by Banks, our funds have been mismanaged and the management of the Banks and their Board should be answerable. i think the statement of the CBN governor is clear, these 5 banks out other were on the verge of systematic collapse, if nothing was done; and on other banks, it is clear that the regulators are still around and looking through their books. Hey people come on! why make judgment on what you have little knowledge about. Are we now implying that the list of debtors are lies or that the move by CBN to revamp the almost dwindling banks is a lie as well? Banks like unity Bank might not be a "branded" per say but they dont cook books or create accounts, thats why they cant be dragged into this present scandal. Banks should try and achieve being bank through ethical practice and transparency in order to survive in the industry. Kudos to CBN, atleast we can have confidence in industry.

Nigerians like to learn the hard way, If the five executives that have been sacked and are arraigned to the court are found guilty, let them face the law. Next time they will learn how to be accountable to the task given to them. A leader is suppose to be a servant of the people but in Nigeria a leader oppresses the masses. This money we are talking about is other peoples money kept in your custody, you give them out as if it were your personal money and most times they turn to bad debts cos you have taken your own share, how many times will banks fail in this country. Mama Ibru, One would think as a woman you would be more diligent and accountable to monies under your care. If you are found guilty sorry you will have to face it and pay for if. Please people saying the banks should have been given time to recover their debt are not serious. They have been given time since OCtober when soludo introduced the EDW (expanded discount window) to recover their debt, but it was only getting worse. And to those saying Unity bank was given N70 bn are not serious. There is no way Soludo could have given money to a bank without making it public and Untiy Bank unlike other banks did not take part in the Capital market even the CEO admitted this like in the first quater of this year, you also hardly hear about Unity Bank when it comes to oil deal.

What ever happened to the politicains like Odili whose name i also saw in the CBN list? is EFCC not going after him?, this is simply a witch hunt while some keep their foot crossed on their table enjoying the borrowed money and flying business class while others are being detained by EFCC. Ibru is only a scape goat ,i wish she had stayed out of the lame light while things where good. If found guilty they should all be prosecuted but if i know how similar cases have gone in the past , nothing will be achieved , have we forgotten so soon of the obasanjo's daughter saga, Ibori,odilli. etc to name a few. Sanusi has done the right thing. What is going on here has been festering for a long time and is being covered up via writeoffs and new Public offers to an unsuspecting public. Would you believe that some years back, one of the 'A' banks has a director that spent 99 million naira on an 'S' Class and another 75 million naira for a BMW, all armour plated at the expense of his shareholders. Some banks are busy paying bonuses on the strength of accumulated bank loans which they know they have little hope of recovering or getting repaid. The rot has to stop somewhere and I think the right start is being made here. Corporate governance and probity should be the focus of any meaningful corporate growth as well as the credibility of the Stock Exchange rather than the blatant insider trading and book fiddling which seem to have become the norm in even some of our most respectable corporate giants. No one should think this has anything to do with tribalism/nepotism. Speaking as a Southerner, it is clear that the lunacy transcends these touted excuses and that Justice shoould be seen to be done not just for the man on the street but also the reputation of our country

The accused is presumed innocent except adjudged so by court of competent jurisdiction. The case of the bank chiefs should chief should not be an exception. This are people that have received various award. Who will deal with a fail Government. Yar' adua have achieve anything since he become president. Before i can fall for ethnicity card being played, let the affected banks dispute the CBN ratios 1st? Can't we all notice that they are not disputing CBN figures, they are just ranting about ethnicity, victimisation and vendetta. Sincerely, all those are none issues. Even if there is an element of ethnicity, you played into their hands and then, too bad.Was Jimoh Ibrahim not shouting that he did not owe any bank when they CBN brought the list of defaulters out and he paid 3.1bn the following week.........see beyond your ethnicity,victimisation and vendetta trump cards. Ibru lawyer said only the court of law has the right to declare people wanted. HE is such a big fool, has he read the EFCC act. We should not praise Lamido because he after Southern Banks. He should lay example from his home people. Idon'tknow if what sanusi think he is doing is the best.Is that the way to go about it or is this another face of islamic banking, going out with all the force you can muster! I pray that sanusi did not have any hidden agenda for what he is doing.but he should have follow due process,so that he did not hurt innocent ones.everybody is following what is going on.be fair in your operation,because the end if you are not fair might be dangerous.to Nigerians, do not be too fast in judging people.let us come together to build a good society.

My only comment is that this shouldve happened sooner. Also Cecelia Ibru people should PLEASE stop that law firm representing her from doing those embarrassing tabloid style ads in the papers that should be handled by a pr firm(even that is questionable) and NOT by lawyers that expect to be taken seriously. It does not send the message that they have good stuff to work with. Please.

This is all well and good, what is happening to the rogue politicians? MADAM EFCC- ANSWER US! Not one conviction in sight! Na so so all mouth, sunglasses and jewellery! Let the Law run its course with the Bank MDs, but let us not forget Madam EFCC`s politician friends who are roaming the corridors of power in Abuja since the exit of Ribadu!

Are there banking facilities available for the 150 million odd Nigerians? If it is only for the select few, then once this episode is over we should be ready for the next phase of the farce Nigerian and indeed Global banks have become.

there was or is $2.1 million in Oceanic Bank which was given to me. Ms Ibru had me pay close to $25000 trying to have the funds transferred to me. She took every dollar I sent. There are no bank records supporting it however. It is my hope she she goes to prison for the rest of her life. She has ruined me financilly. I have lost my house and my wife because of her. May she rot for eternity because she never sent me one dollar in reurn.
