Bi-Courtney says airlines are not paying up

Bi-Courtney Aviation Services Limited, managers of the Murtala Mohammed Airport 2 (MMA2), have said that airlines operating from the terminal are not remitting their passenger service charges.

The domestic airport operator, over the weekend, disclosed that it will commence the direct collection of the processing charges from passengers since the airlines have refused to comply by making appropriate payments.

“The level of indebtedness of airlines to Bi-Courtney from unremitted passenger processing charges has risen to hundreds of millions of naira, thus making it difficult for us to service our bank debt and maintain the facility,” said Olugbenga Odugbesan, head of the company’s corporate communications department.

According to Mr. Odugbesan, the persistent non payment by the airlines is the primary reason his company devised the direct collection of the charges from passengers flying from MMA2.

“The processing charge of N1,000 is included in ticket prices, and collected by airlines on behalf of Bi-Courtney,” he explained. “We are forced to collect from passengers directly, and we expect the airlines to reduce their airfares by N1,000.”

The MMA2 spokesperson disclosed that efforts to work out a debt proof arrangement proved futile, saying the new method for collection of the charges should not translate into an increase in airfares.

Airlines react

Steve Mahonwu, chairman of Airlines Operators of Nigeria (AON) disclosed that any action by airports managers to collect passenger service charges directly from travellers, if the airlines using the airports’ facilities are defaulting, is in order.

“We have no objection to the move by the MMA2 operators,” he said. “If that will be the best way to get their charges, then they should go ahead.

Mr. Odugbesan however assured the travelling public of seamless collection during rush hours, stressing that Bi-Courtney will provide increased manpower during peak periods. He added that it will take a passenger between two and three minutes to undergo the payment process.

He also said the passenger service charge enables the smooth running of activities at the domestic airport, stressing that efforts are being made to make travellers see the importance in complying.

“The passenger processing charge is used by terminal operators to maintain facilities within the terminal,” he said. “Sensitisation of the traveling public is also ongoing to inform them of the change and to seek their understanding.”

In May, Maevis Limited, the concessionaire in charge of collecting aeronautical charges from airlines on behalf of the Federal Airports Authority of Nigeria (FAAN) also accused airlines operating in the country of running their operations with funds meant for the authority.

They should stop this nonsense. If the charges are built in and we the public already pay them fine. But for Bi-Courtney to start increasing the bureaucratic red-tape I will have to go through just because they can't find a way to work with the airlines is ridiculous. And who does this Steve Mahonwu think he is? Instead of defending the passengers he's kissing up to Bi-Courtney? Rubbish!

If this is the way it has to be so be it, these Airlines need to realize that when everybody follows the rules we set for ourselves then everything falls into place. The airlines can't keep collecting the these fees and the the airport facillities don't get maintained. Nigeria as a hole has a bad reputation when it comes to maintaining what we have built. Bi-Courtney should collect these fees and the airlines should reduce their price accordinly. BUT Bi-Courtney should put it to go use and not look for anyother excuse. WE WILL BE WATCHING.

Its becoming too much for this Bi-Courtney people. Last week I followed your website and saw that almost everyday the same company cause one head ache or the other to airport users and workers in the country; now they want to collect money directly from pasengers; in my own opinion, this is not supposed to be. they resolev with the airlines instead of giving passengers much trouble.

BiCourtney built a terminal so that you can fly to other parts of the country. You use the terminal, charge the customer but you do not want to pay or are late paying. Now that you have defaulted (IT IS A PASSED ON CHARGE) they say that they wish to collect the fee direct from the customer in whose name you collected it. Whats your problem with that? If i owned a house and gave it to an agent to rent it, the agent rents it buts fails to pay me.. what do i do? Please everyone start thinking straight. FAAN spends N11bn on entertainment and we have their sheds (airports) without toilets littering our country. BiCourtney want to collect ITS MONEY from those entrusted with its care charge for use of the airport they built and you complain. It scares me that the kind of person that will not remit a fee that is not theirs is the kind of person that will not execute repairs on their planes when due.. name and shame PLEASE!

Not suprising! It is a customary thing. PAYEE, NHF (national housing fund) etc. How many of us have pass book for all the money paid supposedly into NHF? Unfortunately Bi-Courtney is not one of the useless government agenccies, it is for profit and has to collect its money. Unfortunatley the final blow as is always the case falls on the masses. Ndo my people!!!

Why not stop servicing the defaulting airlines?????????? It's very simple, if they owe X amount of money, stop providing them with a gate and ramp space until they pay up. This is such an inconvenience to passengers!!

So when there are five flights to Abuja with 125 people on each flight (that's 7:00 every weekday morning), it will take 1,250 to 1,875 minutes to pay Bi-Courtney. That is 20 to 30 staff working flat out to clear each flight PER HOUR!! Does this mean that if you want to buy a ticket and fly the same day at 7:00 am, you have to get to the airport at 3:00 am? Mr. Odugbesan is obviously not numerate. The Bi-Courtney plan will not work. Mr, Babalakin and his ("very proficient at taking over airports and creating monopolies for 36 years") lawyers should go to court, since their financial analysts have failed them, and someone needs to pay for the 5 star hotel that will never be built at MMA2.

Trust Nigerians to behave one way in their own country and put up another behaviour when they are abroad. Airlines will not remit money collecetd from passengers and unfortunately some of the commentators see nothing wrong with that. But these same people will be the first that will complain about delapitating facilities! Please, when you cite UK, USA, Hollnand, Germany etc you cite as example of where facilities are well maintained as a counterpoise to Nigeria, be informed that the citizenry in those countries pay for it. Indeed, in saner climes, some of these defaulting airlines will not only be made to pay up, they will also pay interest on the money they have been holding from rightful owners. It is only when we choose to do things the way it is done in other parts of the world, that we can expect to be like them.

In as much as I appreciate both arguments - I.e Those that that are against and those that support Bi-Courtney, I wish to state that a middle ground should be found. I do understand that the introduction of direct collection of the service charge could lead to delays particularly as Nigerian's are fund of last minute rushes. Fact of the matter is that the airport concessionaire needs to collect it's money. It built that impressive airport on financial projections of and if at the end of the day the airlines are not paying up, what are they to do? The blame should be placed on the airlines... This would invariably lead to a lot of missed flights which will in turn affect the airlines. However like has been suggested, a way of penalizing defaulting the airlines should be tried. It is only after this has failed that this direct collection be introduced

Multi-National Corporations{MNCs} are always fond of collaborating with rogue citizens to exploit the loopholes in the system.Its saddening Nigeria has too many of rogues and loopholes in a near non-existent system.The hypocritical part of the tale is these MNCs wont dare do things like these in their mother countries.but in the final analysis,the problem is more of the system and the Nigerians involved.Lets get our act right and keep our house in order.no system is foolproof but the compliance stems from the consequences of detterence.if we respect our system,we dont have to tell foreign investors to,they know they have to.........

This airlines want to turn MMA2 into GAT and other terminals run by FAAN,this charge has been included in the fare so why are they not paying up they retained that money as working capital and am sure those affected airlines are the ones own and run by Nigerians that is the Nigerian factor we are talking about. We complain about corrution why aiding it,we claim to have a lot of educated people but the way we reason is not always objective,an air ticket is not just the airfare some other charges are also include such as tax,passenger process charge in some countries you even pay for pollution.Am sure that FAAn also complain about this some years back but they cant carry out their threat because they have bugetary allocatiuon from government so they have no problem with salaries hence they refuse to maintain this airport.A nigerian man will go the airport with 10 vehicles as escost and parked it at the airport for 48 hours paying #200 on each,try IT in MMA2,you have to pay per hour.lf you have been to GAT the place is sticking with alot of touts who dont have business in the airport.LET THINK ABOUT IT FOR NIJA TO MOVE FORWARD WE NEED PRIVATE PUBLIC PATNERSHIP,IN LAGOS LOOK AT WASTE MANAGEMENT NOBODY IS COMPLAINING BECAUSE IT IS PPP
