Commission to tackle kidnapping with technology

The spate of kidnapping in the country can be curtailed by embracing the use of telecommunications technology.

The acting vice chairman of the Nigerian Communications Commission (NCC) expressed this view yesterday, following the release of the four recently abducted journalists.

Bashir Gwandu, addressing chief executives of the GSM, CDMA, and other major network operating companies in Abuja, lamented that kidnapping has become a serious threat to lives and businesses in Nigeria over the last one year, especially in the South-East and South-South zones of the country.

Mr. Gwandu said that “with just about 1000 naira, a multitude of crimes can be committed by purchasing multiple sim cards and misused them to threaten others via voice or text messages, and also commit other phone-assisted crimes. This has to stop.”

Technology to the rescue

He said the NCC has “plans to issue subsidy to telecommunications operators to install equipment on every mast and tower that could be used for triangulating between sites in order to identify real-geographical location of both GPS and None GPS-enabled mobile handsets.”

Mr. Gwandu stated that in addition to the triangulation project, all GPS-enabled handsets can also be tracked by low earth orbit satellites. He further stated that there are other equipment that could be deployed to tract and identify the locations of handsets being used to solicit for ransom.

According to him, “once ownership of numbers can be identified, handsets can be tracked, and their geographical location becomes identifiable, then any call made to solicit for ransom will help to locate the kidnappers.”

In addition to this, NCC has initiated a project that will block stolen handsets once they are reported as being stolen. The project will also be helpful in stopping criminals from using snatched handsets in perpetrating such act.

Benefits of SIM registration

He said NCC will soon start publicity campaign to inform consumers of the availability of the stolen-handset blocking system, adding that discussion with countries in West Africa, so as to have a coordinated approach to blocking of stolen handsets, is on.

Also, with sim card registration, kidnappers will have difficulty perpetrating crimes.

“To curtail the phone-assisted crimes, the sim card registration will not only help to identify the owners of mobile phone numbers, but the data-base to be created will allow for pictures of criminals captured on CCTV or other cameras to be compared with and be searched in the phone users data-base for facial identification of criminals,” he said.

He also explained that the sim card registration can help in national planning, as well as for identification of criminals anywhere and at anytime.

This is what you get when you appoint dullards into important position and whats worse is that he is still "acting" I wonder what he will start saying if he a substantive appointment.

If all of these is to truely check the activities of kidnappers, i assure you in the end the Nigerian police will help in aiding and abaiting the crime even better by collecting their cuts from the culprits before freeing them. Why should NCC give telecom company subsidy. I have seen that his country is run by selfish managers. Why should NCC bear the cost of registering SIM of a billion Naira profit making organisations. This make me see my leaders.

The major problem with blocking phones is that the phone's serial number is used. With companies having several manufacturing plants across the world and/or fake manufacturers, duplication of this numbers are rampant and is a recurring problem that has made this technology hard to enforce as several phones may have the same serial number and thus will be blocked due to one phone being stolen or otherwise.

With registration of sim cards or not, Crime can always be carried out successfully by Naija hoodlums, they all have what it takes. remember say Naija no dey carry last, so the federal govt should come up with physical means of tackling crime and forget about technology.

Lets even put aside whether this is his responsibility or not, and consider 'his' idea... Scenario 1: A kidnapper could ask an accomplice in another location - 200km away, to make 'the' call... | Sc2: Call could be made from a moving car...By the time the cops get 'there', there is no victim to be rescued...I envisage a whole industry of GPS enabled earrings, necklaces, underwear, wigs, beards, wedding rings...if this kidnapping situation continues at this pace...

all this wouldn't help the matter, the point is there is no future for those that are not graduate or able to go to school, even some of the graduates are less able to find a good job to boost the economy of the country, so tell me the problem is not the use of technology, but the leaders we have that have decided to make do with our right and embezzle the money of the country... look at ghana, they have steady light, we are even the people providing them with the light they have, but ours don't last up to 3hours... so tell me how can we be sincere with ourselves, the problem of nigeria is you guys that call yourselves politicians and don't even think about the poor, who put you there to represent them....MAY GOD HELP US ALL...

This Gwandu fellow is really desperate to be confirmed as CEO of NCC via talking on any issue that will hit the media headlines. Yesterday, he was tackling NESREA on their statutory functions to regulate the telecoms industry, today he is on kidnapping and perhaps tomorrow, we should expect a statement from him on NCC and child marriage. The man shoud get real and focus his attention on regulating the telecoms sector for better and cost effective services. His media and PR handlers are doing him no good.

registration of sim card or not,1)one person in nigeria can produce 50 original identity card with diferent names and register them. what are you going to do? 2)recently somebody was kidnapp in abuja and the kidnappers gave and account number for the money to be transfered there, what did the police do? nothing!!! because we don´t have a valid registration data base for all nigerians.WITH NO VALID ID CARD NO CRIME IS GOING TO STOP IN NIGERIA.

I hate to call some Nigerians mumu, but on this issue I will. What has SIM registration got to do with crime prevention, it will not curtail crime, but can be used in aiding and prosecuting a criminal. A die hard criminal only needs to buy a 99 pence sim card from UK and load it with £5.00 to make a roaming call in Nigeria. And that number will show as international call. Commit the crime and discard the SIM. The same way burgalry proof has proven ineffective in detering armed robbers (as they only need to knock before you open the door) same way the technology described here will not solve it. Triangulation will only give you the location, you still need police to do house-to-house search. As to the GPS, you can switch it off on your phone or better still use old gsm phones. The real way to deter kidnapping and possible eradication is to curtail corruption and ensure that everybody is taken care of. Tecchnology does not work in isolation, it is made possible through social-technology interaction in which social cultures and accepted norms (behaviours) is infused into the technology. In our case, however good and reliable the technology is, the Nigerian factor (corruption) has to be factored into any use of technology to eradicate crimes.

@ Papalolo, you are the best mumu I have ever seen. SIM registration has a lot to do with crime reduction. Each subscriber has his personal details against his line (Number) with the network providers. The line(number) stands as PIN (Personal Identification Number) which is used to reference to a call on transaction log. Each dial made is subjected to location of the call via the Mast (Access point), time of call and the pointer's locator (receiver). The SIMs bear the lines (Phone numbers) with which the calls are made, definitely the forensic officers can trace the caller and the receivers via the information given as the SIM registration. The question you should have asked as a literate is "how can it be feasible?" because of watery-statement made at National convention. Nigerians will see this as opportunity to siphon money instead of actualizing the aims. Nigeria is a useless country when it come to devising technological means to solve perennial issue like crime. I have written many scripts on how to curb crime in Nigeria with the aids of technology but they turned deaf ears. I guess they are being sentisized the benefits that is why they have to take a second look on it.

These guys (Telecom Ind.) are worth billions so they should invest it to add value to lives and contribute in boosting the nation's economy because the best economies in the world are technology powered.

If you go back to my comment, I gave the reason to why that technology proposed will not curb crime as die hard criminal is not deter by your SIM registration. Using technology scanning, please show me where pay as you go customer are subjected to such rigorous registration exercise. The reason it is PAYG is that you dont need extensive registration. To start with, some customers are contract based who have already provided form of registration. The rest can be registered if the government provides infrastructure to do so. This will ensure that people can only activate their phone by calling customer services and give their address to the operator (it xan also be done via sms messages). The user is limited to outgoing calls and can only receive calls for 2 weeks. Post a letter to the address with a PIN for the suer to confirm their addresses via sms. The point is that you dont subject your citizens to unnecessaary exercises based on unquantified crime. The percentage of crime attributed to mobile phones are very insignificant than the actual corruption taking place in Nigeria. It is only because it is affecting the elites that's why they have no clue on what to do. If that should be the case, should we ban the use of generators because of the fire incidents and fumes? No, until we improve our infrastructure you cannot legislate on things you dont provide alternative. In addition make it easier for people to have landline at affordable price and mobile phones can be tied to individual house and line. Hope to discuss this with the ccccc brain at NCC.

Mandate Telcos to register their subscibers, spend 6b on hiring, training and equipping NPF, deploy assets to trouble spots. Invest what's left in a modern 9-1-1 system + dispatch centers (provide jobs). As is today, every mobile network knows the location of each subscriber otherwise you 'll never be able to place or recieve calls.
