The Chodan papers, according to Chudi Offodile, chairman of the House Committee on Public Petitions 2003-2007, "may not be evidence of the guilt of those mentioned in the notes but it provides the clearest evidence of the complicity of the consortium partners in establishing the slush fund."
Jeffery Tesler and Wojciech Chodan were the main organisers of the bribery scheme.
They discussed how to structure bribe payments to top-level Nigerian government officials, including which officials would be included in the arrangement.
All payments were referred to by TSKJ as payments for "Marketing and Advisory Services".
