Still waiting for Islamic banking

During his screening before the nation’s senate, Lamido Sanusi, the new Central Bank governor said of Islamic banking: “It is important we make sure that people don’t say they are offering Islamic banking while they are actually running conventional banking.

You need the knowledge of the modern banking and of Islamic banking in Malaysia, the Arab World, and Pakistan to be on the committee.

“The services would be available to Muslims and non-Muslims. It is not a religion, it is a product available to the public. If things are set in place, I would be in support”.

Islamic banking in Nigeria

The Central Bank of Nigeria (CBN) terms Islamic banking, “non-interest banking”. According to the CBN, a non-interest bank means a bank which transacts banking business, engages in trading, investments and commercial activities, as well as the provision of financial products and services, in accordance with the principles and rules of Islamic commercial jurisprudence.

Transactions and contracts under this type of banking are non-permissible if they involve “interest; uncertainty or ambiguity relating to the subject matter, terms or conditions; gambling; speculation; unjust enrichment; or exploitation/unfair trade practices.”

In March 2009, a framework for non-interest banking was released by the CBN. According to D.A.N Eke, the Acting Director of Banking Supervision at the CBN, “the objective of the framework is to provide minimum standards for the operation of non-interest banking in Nigeria while serving as an exposure for comments, suggestions and/or inputs by stakeholders”.

Banks not yet ready

Some conventional banks in Nigeria such as Fin Bank Plc, Bank PHB and some microfinance banks such as Integrated Microfinance bank offer Islamic banking products.

In the case of Integrated Microfinance Bank, Islamic banking products were introduced by the bank in mid 2008 and three products are now being offered - the Ijara, the Musharaka marana and the Musharaka Nasat. In each of these products, customers contribute funds and both the bank and the customer share in the profits from the product.

Yet, industry analysts do not think that things will be “in place” in the near future to provide an apt environment for the expansion of Islamic banking services in Nigeria. One bank official said to NEXT: “Most of the banks as we know are still trying to sort themselves out, working on maintaining a fair balance sheet and trying to keep ahead of the impact of losses staring them in the face.

It would be quite unrealistic to consider setting up a new establishment. This is because we cannot use our present funds. We have to raise fresh funds. If you go through the framework well, it states that the funds cannot be mixed, they are separate, because they are different entities.”

I am with Mr Sunusi`s view that,things have to be in place before the emergence of an islamic bank,but this doesn`t mean that he should fold his hands on any issue that will ensure the emergence of an islamic bank.He should be ready heartedly to welcome any positive improvement.

Nigeria is a SECULAR country. We shouldn't even have Sharia Law in the first place. And now Islamic banking? Seriously we should not be mixing religion with government affairs. Sharia Law has done nothing but bring destruction and unrest to our country and it should be abolished immediately. Nigeria is not just made up of Muslims. Governors in the North should stop treating their states like their own private mosque.

Please, just because this is a secular country does not mean we cannot Islamic Banking. Islamic Banking does not mean your are turning to a sharia country. In the U.K and U.S they have Islamic banking offered by some of the reputable banks such as HSBC its just like private banking, investment banking. If you do your research you will see that Islamic banking is one of the best performing areas of banking in this economic downturn. Islamic Banking is a choice for Muslims and non-Muslims.

Those who have phobia for anything Islamic always construe Islamic banking with religion of Islam. Islamic banking though flows from Islam, is essentially a commercial scheme with conscientious approach. Even the Western World with their abhorrence for Islam have seen value in this banking scheme and have embraced it to their benefit, why not Nigeria?. The cheap fund available in Islamic banks, all over the world, could be used to fund most of our capital projects that are begging for funding having regard to the paucity of financing fund from the Conventional banking institutions.

Nigeria is not SECULAR country. Go check your constitution. It is replete with God (to which God we don't know!) and every single government action is preceded by a religious sacrement. The application of our civil law is underpinned by Christian/Roman values. So the idea that the Sharia North are trying to impose on a secular South belies the truth of the profound religiousity of this country. As a Christian, I certainly welcome Islamic banking. Wish more of our thiefing pastors will use Islamic banking principle in their disbursment of tithes instead of lavishing it on private Jets and designer suits and jerry curls.

Alhamdulillah. The fact that we're today talking about this issue "Islamic Banking" shows that this system of banking is very soon coming and coming to stay in Nigeria. And really it can't have come at a better tyme than now when the whole world is going thru the crises caused by the conventional banking system whose basis is mainly usury or interest (using the conventional term). The recent statement credited to the French President, Nicholas Sarkozy that the world is in need of a new world economic order is a pointer to the fact that it is high tyme that Nigeria ventured into this line of banking before it becomes too late for us to get out of the meltdown. I therefore urge the governor of the CBN to start to sensitize the government to put the final process in motion for the eventual commencement of islamic banking system. Meanwhile, I congratulate IMFB for the steps they have taken so far. May Allah sopport them in their endeavours. Also, I want to use this medium to inform Nigerians, especially Lagosians that a full fledged Islamic Bank is soon coming to our fold. Thank you.

I see you have a great distaste for this well, like Mr. Sanusi said '...it is not a religion, it is a product available to the public....' and I am very sure it is not compulsary for everyone. So please put your distaste aside and just go with the flow!

What the CBN governor said at the screening is the best thing to happen to the banking industry.The problem with my Christian brothers is that anything Islam is bad.Let them open their mind see what is going on in the world now,even the bible does not support interest. hope the CBN governor will start putting things in place for the take up of NON-INTEREST BANKING in Nigeria.However we should start enlightment on what is all about Islamic banking.

My dear Nwuese, let me use some of Deola's words and tell you,just because Nigeria is a secular country does not mean we cannot operate Islamic Banking. Islamic Banking simply means "NON INTEREST" banking which is used by the western conventional banking system. Take your time and travel or research well on islamic (non interest) banking and find out what it entails. Here in the U.K and U.S we have Islamic banking offered by some of the reputable and leading banks such as HSBC, Lloyds TSB and even citi banks which I and a lot of my christian friends have accounts with. If that is the case why do we have islamic and christian schools, hospitals, charity organizations, religious studies and above all the faith of being a muslim or christian? This Islamic banking is not compulsory just like the sharia courts. If you are not interested just simply do not engage yourself with it period. And if you do your research thoroughly, you will see that Islamic banking is one of the best of banking in this economic downturn. Why do you think the Arab and Islamic countries are not much bothered about the economic melt down, it is because there are no much problems of usury and interest which tie down almost everyone attached to it. This Islamic banking my dear belongs to Muslims and non-Muslims. Evidently here in UK people are 'converting'to Islamic banking because it is very safe from any meltdown or crunching. If I remember very well back in 2002, Prince Charles said a time will come when Islamic banking will come to save our economies. Last year Sarkozy of France and Brown of UK said a new banking and economic order are needed to save all from this monster "Global Economic Meltdown". And what do you think are the new orders? May almighty keep on guiding us aright and please stop creating problems for you and all by complaining and attacking anything islamic, simply ignore or do not engage into it. Because is NOT A MUST!

I am pleased with the comments generally on the non-interest banking system. More information and understanding of the system is needed for people to appreciate that free interest banking system has a lot to offer as the present conventional system (man made theory)has brought us disaster.You can not use the manual of Nokia Gsm Set to operate Samsung. GOD ,the creator of universe gave us manual to have peaceful living. we chose to do things the way we feel is best for us, hence the melt down. we have to retrace back our step ie free intrest banking system. C.B.N. should act fast to provide this alternative system and show support for the system because the capitalists among us are potential enemies of the free interest banking system

The muslims in Nigeria are always up to one thing and another. Now it is islamic banking. Who knows what wil happen next. Sanusi is indeed up to much harm.
