EFCC boss says it has recovered N103 billion from bank debtors

Worried by the extent of theft of public funds by public officials, the chairperson of the Economic and Financial Crimes Commission, (EFCC) Farida Waziri has called for a psychiatric evaluation of aspirants seeking election into public offices. Mrs. Waziri said this in Kaduna on Monday, at a workshop on transparency and accountability, organised by the Kaduna State government for civil servants and political office holders. The Efcc, she said, had recovered over N103 billion from bank debtors across the country since it started its debt recovery plan.

The psychiatric evaluation of public office aspirants, she said, will determine their level of suitability.

“Imagine that somebody will collect such large sums without collateral and instead of paying back, they buy houses abroad and open offshore accounts,” she said.

“Having dealt with many corruption cases, I am inclined to suggest that public officers should be subjected to some form of psychiatric evaluation to determine their suitability for public office.” She said the culture of accountability could only be deep-rooted in public service if needed legislations are passed into law.

According to her: “The extent of aggrandizement and gluttonous accumulation of wealth that I have observed suggests to me that some people are mentally and psychologically unsuitable for public office. We have observed people amassing public wealth to a point suggesting “madness” or some form of obsessive- compulsive psychiatric disorder.”

The EFCC boss, who said the commission had made giant strides in the recovery of loans, explained that the loans were granted in complete disregard to banking procedures and questioned the rationale for the granting of a N15 billion loan without collateral.

Support for information bill

Mrs. Waziri added: “As you may all know, the struggle has been on to get the Freedom of Information (FOI) bill passed into law. Closely related to this is the bid to have a whistle blower act passed into law.

Let me emphasize that the future of the anti-corruption war may depend on what happens to these efforts. If we truly expect a public service that is accountable to the people of Nigeria, then the Freedom of Information Bill must be passed.

If you deny the public the right to know, the anti- corruption war is lost.” While calling for collaboration among the various anti-graft agencies in the country, she said that: “When these agencies work together, they are potentially capable of creating an environment, which could make corruption a very hazardous affair for a public officer.” Mrs. Waziri appealed to Nigerians to take ownership of the war against corruption, adding that it is only through their active involvement that the nation could be saved from the crushing effect of the menace.

“When I launched the Anti-Corruption Revolution (ANCHOR), sceptics thought it was just another jamboree. But, I think the crisis rocking the banking sector has justified our efforts. Were it not for the swift intervention of the Central Bank and the EFCC, we were surely leading for a crash that would have rubbished our financial system, along with your money; your pensions. You cannot afford to be neutral in this war. Make it your war,” she said.

The former Chief Justice of Nigeria, Justice Mohammed Uwais, the Emir of Zazzau, Dr. Shehu Idris and the state’s deputy governor, Mr. Patrick Yakowa, amongst others, attended the workshop.

I believe the test should begin with our dear and well loved (?) President Yar' Adua who left a three-month old ASUU strike in his own country where he was voted into power by the citizens (?) to go an dcommission a university in Saudi Arabia. And to think the SAudi government will regard him as the most competent person in that regard is disgusting! His aides fooled us. He went for further medical treatment, his only agenda for Nigeria.

@ KK I agree with you intoto. We read the names of the bank debtors and how much each of them were oweing, now we only read about how much has been recovered so far, but we do not know from whom. Madam can you please help us? I hate unverifiable figures.

@Ehijie - Nigeria is NOT a joke; the Nigerian government, however, is another matter all together. I don't believe a psychiatric analysis is what we need here. We need names!!! Wasn't she at some "accountability forum" - well then, hold them accountable by releasing the names of these culprits. We need official criminal charges, in-depth investigations, not some dumb shrink analysis. We don't need a shrink to deduct that some shady business went down and there are a whole lot of criminals running things!

Actually it is international practice for public servants to go through a thorough screening which involves a psychiatric examination (Mental Status Examinatuion MSE). MSE is not a knew thing. The question is not of her intention which is laudable, but one of "enforceability". What happens when one's mental orientation is in question? Does the government have the poliitical will to follow through and dismiss potential conditates on the basis of their mental - or lack or mental state ? Perhaps not when the so called GODFARTHERS are weilding so much power. My fear is that this will do no good and only add another layer of nonsense bureaucracy in Nigerias public office.

That is if there has been $103 billion recovery in the first place. We don't even know how much money the banks gave in "loans." And why, in the name of all that is sane, is she requiring psych tests off political officials? We know the shrink analysis here - corrupt thieves were running the banks. What else is there to analyze?! Waziri better spend her time indicting criminals rather than analyzing them. Get the money back to the banks and lay down some ground rules that will assure accountability.

This is non-sense talk aimed at impressing Hilary Clinton the big guns gathered in Kaduna. If she is really disturbed by the magnitude and spread of corruption in Nigeria, she should push harder in recovering funds looted by former executive governors and the contractors whom they use to syphon money out of development funds. Madam, go have a word with AGF and persuade him to support your anti-corruption efforts. Drop your opinion on psychiatry before the real professionals come to test you.

Can psych evaluations find out who is/will be corrupt? Most of the leaders and people in the news in that country are a major embarrassment ... they are very crude and usually don't now what they are talking about. They can't communicate well at all. They just have an extra large 9ja ego. Keep in mind that the typical 9ja ego is already large enough but these guy's have extra large ones. That is why they feel entitled to public money in their trust or abuse their power.

I think we have a lot of mentally derailed people holding public offices in this country. will u call a person who builds a mansion with over fifty rooms and still has houses in different parts of the world which is not for economical purpose a normal person? or a man who embezzles money to take care of his great grand children (Unborn)a normal person? the fact is that over 90% of our leaders have traits that show that they require psychiatric attention.

I agree with the EFCC boss. We have to start somewhere, she should be given a chance.However the public at large also have a responsibility in not hero worshipping these financial thugs (Nigerian Big Men), It obvious now, that given what is going on in the world, a new economic order is evolving and no one is going to bail Nigeria out but Nigerians.
