Lagos to introduce resident's identity card

The Lagos State governor, Babatunde Fashola, announced on Tuesday that his administration will introduce a residents' identity card scheme.

Mr. Fashola disclosed this while presenting the 2010 budget to the State House of Assembly in Alausa, Ikeja.

According to him, the scheme will increase the state government's capacity to plan the delivery of social amenities to the people.

He said: "We have now reached a stage where it is no longer avoidable to ask: ‘How many people can Lagos State meaningfully employ and sustain?'"

The governor, who addressed the issue of migration, added: "The state is being faced with a daily influx of people from all over the country who want to take advantage of the opportunities of an economy that works.

"But, the reality is that persistent uncontrolled population growth worsens the problem of poverty and negates the government's efforts to improve the quality of life for majority of the people."

Mr. Fashola said one of the areas where such an awareness campaign will focus on in the 2010 budget will be the deliberate population control as a necessary mechanism for poverty alleviation.

"Unless individuals exercise self-restraint by properly spacing and limiting the number of their offspring, unduly large families become an unbearable burden on the entire society. This is an issue that we must frontally confront and which I will continue to address in greater detail in the days ahead," the governor said.

Mr. Fashola also implored Lagosians to develop a change in attitude towards infrastructure development by regarding public property as theirs for the 2010 proposed budget and mega city project to be realised.

He said: "A necessary condition for achieving the objectives of this budget and indeed that of Lagos State as a Model Mega City is the renewal of the soft infrastructure of the hearts and minds of our people."

All is required is the expansion of the individual tax card scheme and make it a prerequisite for any official dealings with the state. If you don't pay taxes or just go back to our village where you don't need to pay any. Before you go to school, hospital court, etc, show your tax card which should contain a few bio data to uniquely identify you

What will be the prerequisite for getting the Residents' identity card? People born in Lagos or 'migrants' who have lived in Lagos practically all their lives? Mr Fashola, please do a proper plannig, run a prudent and corruption-free goverment rather than lamenting about population increase. You have been saying this for sometimes now - what really is your agenda, and are you saying Nigerians can no longer resides or settle in any area of their choice. I have to this time agreed with everything Gov Fasola has done in Lagos state but I totally disagree with this one. The Federal Government introduced an identity card for everyone why duplicating it. I still dont understand the politics played in Nigeria where every state wants to formulate different policies at the detriment of the populace. Please think carefully Gov Fasola, Identity cards for Lagosians will not stop armed robbery, corruption, unpaid taxes, prostitutions etc.

Kudos, Governor Babs Fashola (SAN)! If the Federal Republic of Nigeria has made up its mind to deliberately refused to undertake an accurate head count of its citizens, and by extension, deliberately refused to be guided by basic facts and figures that mandatory for meaningful management of available resources, then NOTHING, (I repeat loudly, NOTHING) should distract Lagos State, (or any other state for that matter, from carrying out an accurate head count of its citizens, either DIRECTLY (by census), or INDIRECTLY, by issuance of State ID cards, if nothing else, for the sake of meaningful and effective planning, and in the interest of security, and progress.

This is a good opportunity for some senselss people who refused to get former Census ID cards in Lagos to do so. Can you believe that a 'boy' could not collect money sent to him from Europe because he had no form of identity as an adult. The money was returned and those who wanted to help him ran away.

Some people are complaining and some are happy with the govt, out of 36 states in Nigeria, 1 of them is struggling to stand out and be a good place for the citizens and also for economic reasons...if the govt don't do anything fast...Lagos wont be a good place...so why are we complaining about something that will be of good value for the state and Biometric Card ID is the way because these are some of the value of the card: Like Proof of ID( fingerprint & image of the user),Reference Number on the allows the card to matched to some central record held by the card issuer, Barcode can be used with other machines the unlock doors like Toll Gate which the Govt want to build, Age ID and remember the card can be monitored and traced and since the card is inextricably linked to different individuals. So...if time for Nigerian to start accepting changes and let the country be a better place for us and the next generation...With the help of the Citizens, Lagos State Govt and the whole Nigeria can achieve such a lovely goal. He should have a very strong reason for doing that, like it or not the mesure may be necessary cos some nigerians take advantage of other state diffrent from their's there are some states or certain region of nigeria where you can't find non indigines but these same people like taking advantage of other libral states.make mess of it and run back to their state.

One must begin to wonder if the nigerian factor is coming into play.It is easy to spoil good work.Why not focus on the good beginings in the area of infrastructure and consolidate our gains.An ID card system will just serve as an avenue for corruption on many levels.The good governor needs a rethink on this one.It could end up being that which is used to spoil Lagos state and spoil his good name.

One has to be most about the comments being made. In any industrialized country....ANY!!!...there is a national ID card, which is your passport! and THEN your state ID card...how can you plan accordingly for a state or a country for that matter, when you cannot identify its citizens...my fellow nigerians, i live abroad, but dont get me wrong....we are smarter than this, a clean and well run state is a good thing...dont fear good change for the sake of "bill board governors" a la Ogun state...recognize change, embrace change and change will come....Fashola will leave and the expectations for the next governor should remain high.....change is good!

No bi by force'to live for Lagos.If the State hinges basic services on its ID card scheme, people outside the scheme should for the purposes of those services be 'stateless'. The choice is simple. Comply or move to a place like Kano where planning or any form of orderliness is anathema to governance. If you exclude yourself from the state ID list, you have made the choice to disenfranchise yourself and family from whatever benefits the state shares for its citizens/residents. It really is time for us to wake up and square to the hard choices we need to make for our development. For those who think this would be a way of 'driving away'strangers, far from it. It would create a balance of rights and responsibilities between citizen and government. Yes the ID will be used to tax you! then you will be vigilant about who occupies Alausa and how he spends your tax!!!. You cannot prosper in Lagos and have your heart and savings elsewhere. You are either in fully as LAGOSIAN with ID or you live on the fringe. No healthcare, education, land allocation, shop allocation, drivers licence etc. Yes. That is how people who want the good life should be organised. By the way if the LASG dares the foolishness of using the ID scheme to exclude non-Lagosians/Yorubas, then the death of the state is nigh. WE - ALL OF UNA/US are what makes today's Lagos. Nothing to fear.

i am 100% against the idea of the state id card, i think fashola need to focus on more important things like securities and infrastructures, healthcares and educations, transport and tourism. i support a well runued state but there are certain factors that need to be on ground before he start controlling migrations, Lagos state isnt meant for Lagosians alone, and no governor have no power under the constitution of nigeria that guides the activities of the governor and the masses of the state to stop free movement of nigerian people from and to any place of their choice within the country or state. from economical point of observations, migrant workers and non Lagosians that are residing in Lagos create employments, generates 70% of IGR of the state and by and large remain the engine of lagos economy, am a resident of shanghai in china, among the 20 most advanced and beautiful city in the world, doesnt control migrations from other province, though there is database of majority of the residents, the amenities are there and working, Lagos is not a mega city, its being called a mega city only in the mindset of Nigerian, what qualify the state as a mega city?, the only quality that characterize the state as a mega city is its teeming population, lagos is dirty, outplanned, has got no or less functional security, and pollutions in different version with the un channelled lagoons.Lagos state with good plans can possibly be placed on the path of becoming a mega city. what has this administration done about provision of pipe borne water supply to lagosians?, are we sure 20% of lagosians have access to clean drinking water?, does Lagos state can boast of eco marine transport to support BRT,?, Lagos is a cosmopolitan city, does the state make use of the vast lagoons and river way around Lagos as a means of transport?, does Lagos has hotels that can be rated as one of the best 100 safe and clean in the world?, does this state have the best hospital thats functional and can be rated as one of the best in Africa?, 15 to 19 million population and just some units of modern taxi and BRT busses and the governor have rest on that?, Go to tripoli , the capital of Libya, I lived there for years, its a city of 3 million and there 68,000 modern taxis with Iveco Italian model of about 80,000 only in this capital to meet up with the populations of 3 million, fast train inclusive, and Lagos with this teeming populations is sliding behind, How far have this state gone on health care?, are the hospital functional?,effective?, adequately equiped?, does this state have Lagos business city?, how many housing state has this state built since fashola came to power, but am sure that he has demolished more houses than any other governor in the history of this state, People arent just free to express their feelings, but am pretty sure that the number of people of Lagos state that live with pains in their hearts are more than those that are smilling under this administration, his unplanned measure and government orders has sent many homeless, made so many frustrated, and gone out of business, these are the people that voted you, these poor people, demolish shanties and make good change, but all these can still be done effectively without causing them pains, China during the earth quake saga, the chinese government always provide alternative resettlement camp for the earth quake victims, same in Germany during and after the world war, same in yugoslavia during and after the world war, same during the recent flooding in philipines and numerous cases of hurican catrina in the usa, all these are disasters but its also a disaster case if a house demilitions weather vouluntarily or not kiled people, this governor should have a re think, and work with his team to take a good step towards constructions of the demolished houses, Rome wasnt built in a day, provide all the amenities or at least the basic amenities that can effect good living for the lagos people before talking about id, this is just another charade and chasing of shadows. more over, Lagos as the only city we have in nigeria was built with oil money, Lagos is HOME FOR ALL. if fashola is serious, let him face more challenging problems of lagos state. the federal government also should make developmental programmes in some other state to avoid migrations to Lagos, I dont know if fashola understand that POPULATION IS A PLUS TO ANY ECONOMY AND NOT A PROBLEM, SO WHY THIS NOISE ABOUT POPULATION CONTROL?

Gov Fashola, please don't pursue this i beg you, the tax card can give you detailed information on what you need about people that live in lagos just tie accessing some basic needs to the tax card and i am sure you will not need an ID card for lagosians i would rather suggest that you focus on education, if we get education right in this country we will get every other thing right i will say lets make the schools better equip them with qualified teachers etc. lets make it affordable you will be surprised what meaningful development will meet this state if we pursue education vigourously drop the state id card thing its not a good idea

No country that intends to progress, will survive without proper accountability, the Lagos Id card scheme is thoughtful and long over due for Lagosians. Aside from repositioning the state by ensuring the residents response positively in there expected basic obligation, by paying there taxes regularly, it also afford residence the opportunity to enjoy all previlegde that goes with it. However, good dividends can only be achieved if the scheme is properly executed, devoid of sabotage, corruption or personal enrichment. A well executed id card scheme, will help in checking crime as offenders will be known instantly including there records, where the live and even there home town. I support Governor Fashola and hope it turns better for for lagosians.

E-tax card,national ID card,voters card I am yet to collect years after going through the rigmarole of getting it.Not to forget how lagos made me get counted twice during the census after starting rumour that those without census slip will not attend lagos state schools or hospitals or buy land! Add all this cards to my drivers ID,ATM cards,credit cards,work ID,NHIS,HMO,club and proffessional body ID and I think LASG should give me a bag to carry all my IDs! Oh let's not forget that the federal govt is introducing their own tax card! What is the point of all this?Just another way of increasing lagos tax collection? Please fashola go and collect tax from the women at idumota,idumagbo,mushin,mile 12 and ikorodu rather than encumbering those of us who already have enough cards to make us overweight! All this data can be captured on one of the above cards,national ID,e-tax card or even or work ID card! It only takes smart thinking not lazy ID card printers calling themselves advisers at alausa!

GOOD IDEA! It is a RESIDENT card, which means that every RESIDENT (not indigene) of Lagos would have one -- just like state-issued IDs in foreign countries. How Nigeria continues to trudge along in the 21st century without any sort of biometric data (including a financial fingerprint for credit, tax, income and other related purposes) baffles the imagination.

All these idea is good but the governor should find a lasting solution to the crisis rocking Lagos state university that has kept her students at home after ASUU has called of her strike not introducing more hardship to residents of lagos.if you how many people go to public schools and hospitals,its only who can not afford the private ones go to the public ones.he should also monitor contracts awarded to contractors because most contractors has abandoned there site after mobilisation take for instance the Ajibulu road in Mafoluku-Oshodi has been abandoned for along time without trace to the contractors yet residents of that area pay tax and no amenity to show there obedience to the govt by paying there taxes.

Gov Fashola, your proposal is my most prized Birthday present `cos yesterday was my birthday. @Baamofin,Badmus & others: May your reasoning never disappoints you and may you continue to prosper in all you do. @raphbrown in china & co: Is it not strange that you are scared of ID Card for every Lagos resident even while admitting same is in place in China. You are scared because you can no longer commit crime in Lagos & run to China or some bush in Nigeria. Dear Gov.Fashola, without prejudice to all your enviable projects, if this ID Card of a thing is the only other thing you can do please make sure it is done. We carried out a study on this in my office some two years back and its advantages to the State and country includes: 1. Actual number of residents is easily determined. 2. Numbers of deaths , newborns & new residents easily known & updated. 3. Numbers of temporary residents can also be determined. 4. Distribution of the State Population is easily determined. 5. It ensures responsibility and accountability of the leadership. 6. It reduces crimes, as detection and arrest is very easy. 7. It controls spurious migration accross the country. 8. It enhances infrastructural development within & outside the state. 9. While it may stem Lagos population explosion, it increases population elsewhere with attendant infrastructural and social developments. 10. It help the state determines resource allocations. 11. It would help the state capture its revenue. 12. It promotes entrepreneurship and would create employment opportunities. 13. It would eliminate/reduce bank credits fraud. 14. etc I can continue to enumerate the merits of this scheme which is actually limitless, but I wish the antagonists should tell us that they don’t have their village meetings ID CARDS, School ID CARDS etc or is it a crime to ask people residing in a place as rowdy as Lagos to have a digitalized form of identification? You can only be afraid of this if you have crime tendencies. The card would not request for your relocation to your village but would ensure you comply with all the Laws a Lagos resident is expected to comply with, also it never stops new residents but you tell the authorities your mission in the state so that they can provide for you, however if you can not cope with the LAWS you can approach a court or relocate to your village or better still look for a place in nearby Ogun State (MOWE/IBAFO, AGBARA/OTTA, IFFO, SHAGAMU) where the state ID CARD laws is not in place. However, you can only run but you can’t hide forever because I am sure Ogun State may also introduce this soon. Equally, once you have anything to do in Lagos your particulars shall still be digitally captured. I am proud to be a Lagos resident and would be happy to educate you more on how the scheme may operate because we have actually looked at this in the past and it is good for everyone.
