Senate impressed by Uwais report again

The chairman of the Electoral Reform Committee (ERC) and former Chief Justice, Mohammed Uwais, again for the second time in 32 days, impressed the Senate with his committee's recommendations for electoral reform.

First, it was in Kaduna, early last month before the Senate committee on constitution review. Now it was before the Senate in Enugu yesterday and Mr. Uwais insisted that his committee's recommendation that all elections cases should be dispensed before the swearing in of winners is sound.

The Senate is currently holding its annual retreat in Enugu, the capital of Enugu State and invited Mr. Uwais to deliver a paper on how desirable his committee's time limit for election cases is.

The committee had recommended, in its report, that an Election Management Body should conduct election long before the expiration of the tenure of the incumbent and that election petition tribunals should be given a four month time frame to dispense all cases arising from the elections and that the Appeal Court be also given two months to dispense election petitions.

In their view, this will encourage a quick dispensation of justice and minimise the incidence of voided tenures and elongated tenures and according to Mr. Uwais, it is feasible to achieve justice within the time frame set by his committee.

"It is important that this is done because in Anambra State, we have had four governors in four years for a four year term," Jim Nwobodo, a former senator and governor, who chaired the session said.

"So it is desirable that we should not allow election petition tribunal to be (open) ended," Mr. Nwobodo added.

Idi Farouk, the Director General of the National Orientation Agency, who was at the retreat as a resource person, also agreed with the stance of the ERC.

"I fully endorse the position of the Justice Uwais committee on the desirability for time limit on election cases in Nigeria," Mr. Farouk said.

The senators eagerly endorsed the position of Mr. Uwais, just as the Senate committee on constitution review revered the "wisdom" of Mr. Uwais on the same issue in Kaduna early last month. Other Senators who commented on Mr. Uwais' presentation in Enugu declared their support for the setting of time limit for the hearing and delivery of judgment on election cases.

Some Senators, however, suggested that the time limit should be reduced to three months for the hearing of election petitions and one month for judgment on the appeal.

"The ERC recommendation is too long," Osita Izunaso (PDP Imo State) said.

Mr. Uwais, however, held on to his committee's recommendation, saying the recommendation was based on research which revealed that three months will not be enough for the tribunals to hear the heaps of cases they receive after elections.

Let's go by Uwais report. At least let's give it a trial. The system we have on ground is faulty. it doesn't take time to discover what is good, Uwais report is good, sound and in accordance with global expectation.Bad election results to bad governance; Bad governance results to bad economy and bad economy results to failed nation. Please let's do what is right.

I am the least surprised that the ERC headed by Uwais did a thorough job. The members of that committee are among the few serious minded Nigerians still left standing. If a good job was done, why is Yar'Adua's govt tinkering with it? Why has the Senate not done what it is supposed to do? I am taken aback by the statement of Osita Izunaso (PDP Imo State)that "The ERC recommendation is too long". Let him be told that the Senate is not a place for traders. It will serve him better to shift his ambition from the Senate to a shop in Onitsha market.

The idea to give a time lag for hearing electing petitions is a brilliant one. this goes to show that our Democracy is growing and will fully mature if given the chance and support. But I also think the committee should focus more on minimizing election petitions-ideas on ways to reduce electoral fraud, rigging and other electoral vices should be explored. However, I am of the opinion that we are on the right track.

Good product, a function of good thinking from good people in the hand of bad (corrupt) leaders will turn bad. if the senate are indeed impressed with the recommendation of Hon Justice Uwias, Why has the Senate not done what it is supposed to do? Let's give it a trial in addition to option A4, that produced the freest and fairest election ever conducted in nigeria

The Recommemdtion of Uwaise committe on Electoral issue is profound and i hope the Senate would consider this Recommendation during any of their review session.

Na today? indeed. Almost is not good enough. The report need to be implemented. PDP regime which is full intention to truncate the people's decision do not want to agree. If there is no skeleton in their cupboard, why don't they agree? It is only in Nigeria that an usurper will rule a state, with power of life and death(governors sign death warrant)illegally for 3+years(eg Agagu of Ondo state) without any consequences.

I FELT VERY GLAD TO READ THIS. ERC RECOMMENDATIONS ARE WONDERFUL. AT LEAST WHEN IMPLEMENTED THE POLITICAL CRISIS IN ANAMBRA STATE WILL BE SOLVED. ANAMBRA HAS THE POTENTIAL TO BE A GREAT STATE BUT POOR POLICIES ON ELECTION HAS TAKEN THE STATE BACKWARD. THIS IS ANOTHER IMPRESSIVE STEP THE SENATE WILL TAKE THAT WILL GIVE JOY.

While commending Justice Uwais on his recommendation for a time frame for election petitions, I am of the opinion that it is not only the timing that the committee would have recommended. The committee would have also touched this very important issue of Incumbents resigning their post 6 months before any election or they stand disqualified.

the issue is missed.should the issue of poverty which compelled the poor to exchange his vote for money not be adressed first.it is only the man that is truly free that could exercise a freewill.again should political offices not be made less atractive so that those who are truly motivated by service seeks elective post.UWAIS should not be unduly praised,was he not opportuned to use his judicial position in aid of transparent elections when he was chief justice?.

I can't say if this reform of time limit is good or bad.My advice is, since there are other nations across the that still run free and fair elections, maybe we should seek a path from them.
