Nigeria and Microsoft look to halt Internet crime

Nigeria's anti-corruption police is working with Microsoft to halt thousands of fraudulent emails in a crackdown on internet crime in Africa's most populous country, an agency spokesman said.

The Economic and Financial Crimes Commission (EFCC) said on Thursday its new project "Eagle Claw", expected to become fully operational within six months, is aimed at improving Nigeria's tarnished image as one of the world's top countries for internet crime.

"The EFCC is fine tuning security modalities with Microsoft and upon full deployment, the capacity to take down fraudulent emails will increase to 5,000 monthly," said Farida Waziri, the agency's chairwoman, in a statement.

The agency said it has already shut down 800 scam websites and arrested 18 people.

The project is the latest effort by the government to shrug off its image as an epicentre of corruption, epitomised by "419" email fraudsters named after the article in Nigeria's penal code that deals with advance fee fraud.

The government in March launched a rebranding campaign with the slogan: "Nigeria: Good People, Great Nation". It has also started a nationwide initiative to promote "Made In Nigeria" products over foreign imports.

But Nigerians, most of whom live on less than $2 a day, say the government needs to do more to address the everyday problems of the oil-rich, but impoverished country.

This story needs more information. The content of this type of agreement between a sovereign nation and a multinational software company should be public knowledge. If the basis for the selection of the company with which to sign this type of agreement with is the amount of user systems deployed globally then there should be justification for this based on facts and research. Granted, there may be front end systems of a certain kind in use globally to justify this sort of agreement but most back end systems are hosted on non proprietary software where a bulk of these crimes are hosted! The fight against cyber crime goes beyond the software deployment level, whether front or back end. It concerns the ISPs, national regulators, enforcement mechanisms such as could be provided nationally by the EFCC but also takes into consideration recent regional laws such as the ECOWAS supplementary directive on cyber crime which puts this fight against cyber crime at a regional level. Globally, Nigeria should be 'laundering' its image at the Internet Governance Forum where countries seek partnership globally in the fight against critical concerns like child pornography (UK and US). Nigeria's fight should be seeking global partnership in its cyber crime fight. Perhaps when your journalists give us more information on the content of this type of agreement and what its potential outcome can be then we would believe in the possibility that such would actually generate the kind of response it should have. More information is required please.

Like that is going to solve the problem. The EFCC's fight against crime should not be about announcing it's next moves against the cartel of organised crime. The truth is the more you announce what you are about to do the more likely the criminal will rebrand, then all the efforts will be in vain. The truth is when you plan ahead you should also take into account that the con artist is not stupid. If he hears of your plans ahead of any moves, what will happen is that he will be more cautious. In essence making him more difficult to catch. The EFCC should also find out who is more vulnerable to these scams and help educate and protect them, that way the crooks can't get to them and they will have no other choice but to go legit. They should provide an avenue where any company or false company that may pose as a fraud is on an open database so that it can accessed.

Personally, I'm curious about how exactly Microsoft is helping. Because as anybody can point out, Microsoft is not an internet security company. They don't do security. Norton for example, does. I'm just curious because Microsoft has notoriously deep pockets and our government, to put it simply, tends to gravitate towards outfits with deep pockets for some reason.*hint*

Hmn...EFCC wil neva succed,they are just chasing shadow.imagine a graduate of 3yrs without job,is it lk dat in U.S n U.K? I dont blame d scam artist,they hv 2 survive in this rotten nation. wht are we re-branding in nigeria whn pple are hungry n unemployed.pls,let us be sincere wt ourselves

It's very good to read the efcc and microsoft plans towards tracking criminals down.My questions are. 1.Is it only yahoo guys that r to be tracked?is this the only corruption way that terminates this country's image? what of our corrupt leaders? The efcc should remember that NO jobs for many graduates in this country so many of them have to join their progressive friends in that yahoo business to survive. Inconclusion,May God help change their destructive attitude and God should also help us in the case of leaders of this country. I reserve my remain comments till Jan.12th 2010
